Description:
Successive diesel supplies

The subject of the order are successive supplies of diesel oil for the needs of the Kujawsko-Pomorskie Motor Transport joint stock company, over a period of 12 months, with a division of the order into 2 lots (2 tasks).

Diesel fuel, depending on the part of the order, will be delivered to the underground storage tanks of the Employer and to the tanks of the Employer's vehicles.

Diesel fuel must meet the requirements of the current edition of the Polish standard PN-EN 590, quality requirements for "standard" diesel oil - in accordance with the Regulation of the Minister of Economy of 9 October 2015 on the quality requirements for liquid fuels (Journal of Laws 2015 item 1680).

The Employer allows solutions equivalent to those described above.

Deliveries of diesel oil to underground storage tanks

The subject of the order in this task are successive deliveries of "standard" diesel oil in the amount of 2 070 m 3 to underground storage tanks (fuel storage facilities) of the Employer in its organizational or field units specified in section II.2.3).

Requirements and implementation method:

1. The contracting authority requires that the offer of goods originating in the Member States of the European Union, countries with which the European Union has concluded agreements on equal treatment of entrepreneurs, or countries to which the provisions of Directive 2014/25 / EU apply pursuant to a decision of the council, exceed 50%.

2. Diesel fuel deliveries will take place using the Contractor's specialist transport vehicles - tank trucks, only on business days (Mon-Fri) between 7.00-15.00.

3. Deadline for the implementation of individual deliveries: no later than the next business day after the day of placing the order, unless the Ordering Party specifies another - longer delivery date.

The Purchaser will forward the order to the Contractor no later than by 12.00 on the day of placing the order.

Order placed after 12.00 will be treated as an order placed the next business day.

4. The delivered fuel will be collected and billed at the reference temperature of +150 C, according to the indications of an approved and verified measuring meter installed on the road tanker. The device must be equipped with a temperature sensor and a printer. The printout from the device should contain the following data:

a) amount of fuel at the reference temperature of +150 C;

b) measurement indicating the amount of diesel fuel delivered at real temperature, together with an indication of this temperature.

Unloading (draining) of diesel fuel must take place under the supervision of persons authorized to collect from the Purchaser.

5. Prior to each subsequent delivery of the ordered batch of diesel oil, the Contractor shall provide the Ordering Party in electronic form with a confirmation of the declaration of transport of goods in the Sent system containing: place of delivery, Sent number, recipient's key.

6. At each delivery, the Contractor shall provide the Employer with:

a) fuel manufacturer's quality certificate (quality certificate);

b) printout from the road tanker measuring device containing the data referred to in item 4, lit. a) and lit. b);

c) proof of release of fuel from the fuel base containing at least the following information: full name of the product, quantity of product delivered and product temperature determined during the tanker's pouring at the supplier's warehouse, product density at +150 C, quantity at reference temperature +150 C, number road tanker registration, date of proof of issue.

7. The size of a single order (single delivery) of diesel oil is set by the Purchaser at 30 m 3 with the proviso that the collection point for this amount of diesel may be more than one organizational or field unit of the Employer.

8. The Purchaser reserves the right to check the diesel fuel supplied.

9. All costs related to the supply of diesel oil to the Purchaser's tanks (purchase, transport, unloading, etc.) shall be borne by the Contractor.

All other information has been specified in the ToR.

Deliveries of diesel fuel to vehicle tanks - vehicle refueling

The subject of the order in this task are successive deliveries of "standard" diesel oil in the amount of 1,187,000 liters to the Contracting Authority's vehicle tanks - refueling vehicles at the Contractor's gas stations in the following cities: 87-700 Aleksandrów Kujawski, 88-190 Barcin, 87-300 Brodnica, 88-100 Inowrocław, 87-600 Lipno, 87-126 Obrowo, 13-300 Nowe Miasto Lubawskie, 87-800 Włocławek, POLAND.

Requirements and implementation method:

1. Refueling of vehicles will take place on the basis of non-cash transactions using electronic fuel cards (microprocessor, magnetic, etc.), called "fuel cards".

2. The Contractor must have a system and fuel stations enabling cashless refueling of the Purchaser's vehicle tanks with the help of fuel cards issued for the vehicle (vehicle registration number) and fuel cards, so-called "Personal" issued in the name of the Employer's employee.

3. Basic information that must result from refueling with a card is: address of the petrol station, card number, vehicle registration number, name and surname of the Employer of the Employer (in the case of a personal card), quantity and type of fuel refilled, date (date and time) , vehicle odometer at the time of refueling. In addition, the card must have the ability to program it to set the fuel purchase limit - daily / monthly.

4. Fuel cards issued for the vehicle's registration number and name cards are to be delivered to the Ordering Party upon signing the contract. The number of cards issued for the vehicle's registration number is initially determined by the Employer at 190, and the number of name cards - at 8. The appropriate list containing the exact number of vehicles, their registration numbers and names of the Employer's employees (for name cards), the Employer shall provide the Contractor with at least 10 days before signing the contract.

5. If during the term of the contract the Employer purchases additional vehicles or appoints other employees to use personal fuel cards, the Contractor is obliged to provide fuel cards for these vehicles or persons, no later than 15 days from the date of placing the order.

6. Fuel cards the Contractor shall issue and provide for free.

7. In the event of loss of the card, due to the fault of the Ordering Party (loss, theft, damage), the Contractor may request a fee in the amount of no more than PLN 10 net for one card. The Contractor shall provide duplicates within a maximum of 15 days from the date of placing the order. The Contractor is obliged to immediately block the card after reporting by the Employer its loss.

8. During the term of the contract, the Contractor shall provide free electronic access to information on transactions made using fuel cards.

9. The contractor must have at least one service station in each town listed in this chapter in point 2 or at a distance of not more than 10 km from the administrative boundaries of the town, with the exception of service stations located near highways. The location of the service station must ensure free and safe access for all types of vehicles in accordance with the provisions of the Act of 20 June 1997 Road Traffic Law (Journal of Laws of 2020, item 110). Contractor's gas stations must be available to the Employer on the following days and hours:

- Monday - Saturday at 6.00-20.00,

- Sundays and holidays, at 7.00-17.00.

10. The Contractor shall provide the Employer, at his every request, certificates of quality and fuel composition of the manufacturer for each batch of fuel from which the Employer's vehicles are refueled.

11. The Purchaser reserves the right to control the quality of liquid fuels delivered. Fuel quality testing will be carried out by an independent accredited laboratory.

The choice of the laboratory testing the fuel quality is made by the Employer.
