Framework Agreement for Services Connected to Covid-19 Testing

The Agency for Development and Competence invites tenderers, on behalf of the Health Department, to an open tender contest for the procurement of services connected to Covid-19 testing. The aim of the procurement is to ensure that Oslo Municipality always has sufficient testing capacity to carry out Covid-19 tests on Oslo Municipality's inhabitants.

Oslo Municipality offers the actual testing to the municipality's inhabitants under municipal management, but requires assistance from private suppliers to ensure that Oslo Municipality always, depending on the spread of infection, has sufficient testing capacity and resources to manage the Covid-19 situation in Oslo.

The entire procurement has an estimated total value of NOK 45 500 000-161 200 000 excluding VAT. The contracts' value is expected to be in the lower part of the given span. The lower part of the span is based on the real testing figures based on the current need, whilst the upper part is based on estimated costs for the procurement of approx. 11 000 tests a week.


Framework Agreement for the Procurement of Services Connected to Covid-19 Testing at Permanent Locations — Oslo East

Oslo Municipality needs testing capacity at permanent locations in Oslo East (Bjerke, Grorud, Stovner, and Alna districts). Two testing locations are included in the subcontract.

Subcontract 1 has an estimated value of NOK 7 800 000-32 500 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.


Framework Agreement for the Procurement of Services Connected to Covid-19 Testing at Permanent Locations — Oslo South

Oslo Municipality needs testing capacity at permanent locations in Oslo South (Østensjø, Nordstrand, and Søndre Nordstrand districts). Two testing locations are included in the subcontract.

Subcontract 2 has an estimated value of NOK 7 800 000-32 500 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.


Framework Agreement for the Procurement of Services Connected to Covid-19 Testing at Permanent Locations — Oslo West

Oslo Municipality needs testing capacity at permanent locations in Oslo West (Frogner, Ullern, Vestre Aker, and Nordre Aker districts). Two testing locations are included in the subcontract.

Subcontract 3 has an estimated value of NOK 4 550 000-26 000 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.


Framework Agreement for the Procurement of Services Connected to Covid-19 Testing at Permanent Locations — Central Oslo

Oslo Municipality needs testing capacity at permanent locations in Central Oslo (St Hanshaugen, Sagene, Grünerløkka, Gamle Oslo, and Sentrum districts). Two testing locations are included in the subcontract.

Subcontract 4 has an estimated value of NOK 7 150 000-32 500 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.


Framework Agreement to the Procurement of Services Connected to Covid-19 Testing at a Mobile Testing Station (Pop-up Station)

The contracting authority needs testing services at a mobile testing station that can be stationed out at short notice when there is a need for testing in defined areas, for example, due to an infection outbreak in a concrete district, at a school, etc.

Subcontract 5 has an estimated value of NOK 2 600 000-6 500 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.


Framework Agreement for the Procurement of Ambulant Services Connected to Covid-19 Testing

The contracting authority needs ambulant testing services that travel out to inhabitants in Oslo Municipality and carry out tests. The aim is to ensure that inhabitants in Oslo Municipality who cannot travel to the permanent or mobile testing locations also have the chance to get tested for Covid-19, for example patients who cannot travel from home due to illness.

Subcontract 6 has an estimated value of NOK 15 600 000-31 200 000 excluding VAT. The contracts' value is estimated to be in the lower part of the given span.
