Project description:
The city of Landau in der Pfalz is in the process of drawing up the development plan "D 12, Gewerbepark Messegelände Südost". The approximately 42-hectare area is located in the south-eastern area of Landau's core city and is bordered to the north and west by existing industrial estates and to the east by the A 65 motorway. In the southern area there is an open landscape. The area is currently used exclusively for agriculture.

The decision to draw up the development plan was already taken on 27.06.2017. In addition, an urban planning competition was held in 2019, which was won by Schellenberg+Bäumler from Dresden. The urban development framework plan resulting from the competition forms the basic concept for the preparation of the development plan, which was also commissioned by Schellenberg+Bäumler.

By the beginning of 2023, various expert reports had been prepared in the areas of traffic, noise, soil, water hydraulics and nature and species conservation. In addition, a drainage plan and a traffic facility plan were developed. The results of the expert investigation have been incorporated into the preliminary draft of the development plan, which was disclosed in May 2023 in the course of early participation in accordance with Section 3 (2) and Section 4 (2) BauGB.

In the course of working on the plan, the area of application in the north-eastern area had to be reduced by approx. 7 ha, as this area is located in a regional green corridor according to the regional plan. The area that has been excluded so far is to be developed via a later development plan procedure when the current update of the regional plan has been completed. In the future, this is to define a settlement area "industry and commerce" there. For the remaining approx. 35 hectares, the development plan procedure is currently being further advanced.

The basic concept of the traffic development envisages a ring development in the center of the area, which is connected to the existing road network via the extension of Carl-Bosch-Straße in the north and Gustav-Hertz-Straße in the west. Centrally located in the area is also a public green space, which will also be used for rainwater management.

All in all, it is said to be an above-average green industrial estate.

Scope:
In this procedure, services of object planning of civil engineering structures in accordance with §§ 43 ff. HOAI and object planning of traffic facilities in accordance with §§ 47 ff. HOAI are awarded LPH 3-9 in each case. In addition, there is the special service of local construction supervision as well as the special performance of the completion of LPH 2 for the object planning of engineering structures.

The awarding of planning services is to take place in two stages - in the first stage up to LPH 4, then in the second stage the remaining service phases up to LPH 9. If the client decides that the project will be terminated after completion of a project stage, no further retrieval will take place. The contractor is not entitled to call up further project stages.

Project period:
An office is being sought that can start processing as soon as possible after the contract has been awarded. The start of implementation is currently planned for the end of 2024 / beginning of 2025. About a year later, the development of the first expansion stage is to be completed.

Project costs:
According to a rough cost estimate, the client assumes approx. 6.4 million euros net eligible costs for the project planning of civil engineering structures and approx. 8 million euros net for the object planning of traffic facilities.
