Expansion planning of the B 27 from the Neckarsulm junction to the B 27 / L 1095 junction - object planning of traffic facilities in accordance with §45ff HOAI and object planning of engineering structures "drainage systems" in accordance with §41ff HOAI in each case in service phases 1 to 2 and optionally 3, 4.
On behalf of the Federal Republic of Germany, the state of Baden-Württemberg is planning the 4-lane expansion of the B 27 federal highway between the Heilbronn Neckarsulm junction and the B 27 / L 1095 junction.
The start of the planning project is located north of the Heilbronn Neckarsulm junction (A 6). Depending on the variants, the end of the planning is in front of the Neckarsulm Mitte junction to the B 27 / L 1095 junction (Amorbach junction).
The city of Neckarsulm planned to connect Binswanger Straße (directly at the beginning of planning) to the B 27 by summer 2021. The plans were discarded. Subsequently, a feasibility study was prepared for the measure, which is the basis for the present call for proposals.
The measure is included in the federal government's requirements plan and assigned to the urgent need.
The B 27 connects the Neckar - Odenwaldkreis and the northeastern district of Heilbronn with the centres of Heilbronn and Neckarsulm as well as the A 6 motorway.
The planning area is primarily characterized by the settlement structure of the city of Neckarsulm. The expansion begins immediately north of the A 6 Heilbronn / Neckarsulm junction, then underpasses Binswanger Straße and crosses the Sulm valley. Parallel to Gymnasiumstraße and Spitalstraße, the B 27 runs through Neckarsulm. In this area, the residential development is directly adjacent to the B 27. However, the plots are not accessible from the B 27. The B 27 is not a local thoroughfare within the meaning of § 5 para, 4 sentence 1 FStrG in the entire planning area.
The subordinate road network is currently connected to the B 27 via two junctions:
• Half-junction Neckarsulm Mitte
• Junction B 27 / L 1095 (Amorbachknoten)
Depending on the planning variant and alternative, the end of the planning is at the half-connection or at the Amorbach junction. In 2017, the DTVW5 between the Neckarsulm junction and the Neckarsulm Mitte half-junction was 35,000 vehicles/24h. For the year 2030, a traffic load of 53,400 vehicles/24h is predicted in the planning zero case.
The project is located exclusively within the boundaries of the city of Neckarsulm. Effects of the road on the city of Bad Friedrichshall in the north cannot be ruled out.
In the feasibility study, four variants with some interchange alternatives were investigated. The near-existing expansion and a tunnel away from the route are technically feasible. In addition, with these variants, the effort is in proportion to the benefit. This is not the case with the tunnel variants on the existing line.
In order to achieve the overall success of the contract for work and services, services of the object planning traffic facilities are initially for service phases 1 and 2, as well as gradually individually or as a whole for service phases 3 and 4 in accordance with Annex 13 of the current version of the HOAI and in accordance with the sample texts for planning and design services for road traffic facilities of the HVA F-StB as well as in accordance with the Technical Contract Conditions for Object Planning Traffic Facilities (TVB Traffic Facilities) to be carried out completely.
In order to achieve the overall success of the contract for work and services, services of the object planning of civil engineering structures - drainage facilities are initially for the service phases 1 and 2, as well as gradually individually or in whole for the service phases 3 and 4 in accordance with Annex 12 of the current version of the HOAI and in accordance with the sample texts for planning and design services for road traffic facilities of the HVA FStB as well as in accordance with the Technical Contract Conditions of Object Planning to carry out engineering structures in full.
