This selection guide indicates on the basis of what criteria the contracting authority will select candidates, what documents candidates must attach to their application for participation in the contract and how the application for participation should be submitted.

The contracting authority will assess all candidates on the basis of the exclusion criteria and qualitative selection criteria described in this selection guide and make a selection decision.

The selected candidates will receive the specifications in the second phase of the procedure and will be invited to submit an offer. The award criteria will be specified in the specification.

Unselected candidates will be informed after the selection decision is made which will be motivated.

The contracting authority reserves the right to derogate from the provisions of this selection guide during the proceedings insofar as this does not affect the principles of transparency, objectivity and equal treatment. The contracting authority shall use this right only to the extent that it does not lead to any distortion of competition or discrimination against candidates. To this end, applicants will be explicitly informed of any changes (derogation, adaptation or addition).
