Description:
Successive delivery of liquid fuels with AdBlue liquid for the needs of LPGK Sp. z o. o. divided into parts

The subject of the contract includes the supply of liquid fuels together with AdBlue liquid for the needs of LPGK Sp. z o. o. The Ordering Party allows partial bids to be submitted. The economic operator may submit a tender for one or both of the following lots:

1) LOT NO. 1 OF THE ORDER ENTITLED "Successive delivery of Pb-95 unleaded motor gasoline, diesel oils and AdBlue fluid to the Contractor's service station for the needs of LPGK Sp. z o. o.",

2) LOT NO. 2 OF THE ORDER ENTITLED "Successive delivery of diesel oil to tanks located in LPGK Sp. z o. o. lent by the Contractor".

Before submitting a bid for lot no. 2 of the contract, the Contractor has the opportunity to make a site inspection of the area where the subject of the contract will be implemented. Detailed records concerning the on-site inspection are included in point V.4 of the SWZ.

A detailed description of the subject of the contract is included in Annex 1 to the contract template, which constitutes Annex 1a to the SWZ for lot no. 1 of the contract and Annex 1b to the SWZ for lot no. 2 of the contract.

Successive delivery of Pb-95 unleaded motor gasoline, diesel oils and AdBlue fluid to the Contractor's petrol station for the needs of LPGK Sp. z o. o.

Types and quantities of fuel and the amount of AdBlue fluid being the subject of the order: -Unleaded motor gasoline Pb-95- 21340 liters, -Diesel fuel "standard" - 1292555 liters, -Diesel fuel "with better low-temperature parameters" - 1359 liters, -AdBlue fluid- 6015 liters. The quantities quoted are estimates. The Ordering Party reserves that the quantities given in the above table may change depending on the needs of the Ordering Party. Refuelling of fuels shall take place in accordance with the current demand of the Ordering Party at the Contractor's petrol stations for fuel tanks of vehicles or motor equipment and canisters belonging to the Ordering Party. Fuel collection will be carried out using fuel cards for non-cash settlements. After refueling by the Ordering Party, the Contractor shall each time issue a proof of sale (confirming the release of fuel and/or AdBlue liquid) in the form of a printout from a terminal supporting fuel cards. The Contractor, within the time agreed by the Parties, shall issue fuel cards to the Contracting entity free of charge on the basis of a list of canisters and motor equipment and vehicles authorized to refuel provided by the Contracting entity immediately after signing the contract. Fuel cards should enable identification of the vehicle or equipment of the Ordering Party for which fuel was collected. During the performance of the public contract, the type (identification marking, e.g. vehicle registration number) and the number of canisters, vehicles and motor equipment included in the list may change. The estimated number of fuel cards necessary for the execution of the order is 100 pieces. Fuel cards should have security features to maintain the security of non-cash transactions when purchasing fuel and allow the card to be blocked in the event of its loss. The contractor should have at least two petrol stations in the city of Legnica open around the clock, 7 days a week. Refueling by the Ordering Party may take place at the Contractor's petrol stations located throughout the country, however, most often it will be carried out in the city of Legnica. The parameters of fuels subject to the contract should be consistent with the applicable quality requirements set out in the Regulation of the Minister of Economy of 09.10.2015. on quality requirements for liquid fuels (Journal of Laws of 2015, item 1680, as amended). Diesel fuels being the subject of the order should meet the requirements of PN-EN 590:2022-08 or equivalent, while unleaded motor gasoline Pb-95 should meet the requirements of the Polish Standard PN-EN 228 + A1: 2017-06 or equivalent. In the event of changes in the requirements and standards referred to above, the Contractor is obliged to adapt the fuel quality to the new requirements and standards. Pursuant to Article 101(4) and (5) of the PPL, the Contracting Authority allows solutions equivalent to the solutions described in the above-mentioned standards, with the proviso that if the Contractor refers to solutions equivalent to those described, it is obliged to demonstrate that the fuel offered by it meets the requirements specified by the Contracting Authority in this description of the subject of the contract to an equivalent degree, by attaching to the offer the means of proof referred to, in particular, in Articles 104-107 of the PPL.

Successive delivery of diesel oil to tanks lent by the Contractor located in LPGK Sp. z o. o.

The subject of the contract is the successive delivery of "standard" diesel oil to tanks located at the Waste Management Plant in Legnica at Rzeszotarska Street. Deliveries will be carried out in accordance with the current demand of the Ordering Party. The expected amount of fuel that the Contractor will deliver to the Contracting Authority during the term of the contract (48 months) is 500,000 liters. Deliveries will be made within 2 working days from the moment of notification of the demand by the Ordering Party and will take place by means of transport belonging to the Contractor and at the expense and risk of the Contractor on working days from 07.00 to 15.00. The parameters of the fuel being the subject of the contract should be in accordance with the applicable quality requirements set out in the Regulation of the Minister of Economy of 09.10.2015. on quality requirements for liquid fuels. Diesel fuel should meet the requirements of PN-EN 590:2022-08 or equivalent. In the event of changes in applicable regulations and standards, the Contractor shall adjust the fuel quality to the new quality requirements. Pursuant to Article 101(4) and (5) of the PPL, the Contracting Authority shall allow solutions equivalent to the solutions described in the above-mentioned standard, with the proviso that if the Contractor refers to solutions equivalent to those described, it is obliged to demonstrate that the fuel offered by it meets the requirements specified by the Contracting Authority in this description of the subject of the contract to an equivalent degree, by attaching to the bid the means of proof referred to, in particular, in Articles 104-107 of the PPL, the Contractor shall deliver to the Contracting Authority free of charge brand new tanks (2 pcs.) for diesel oil in accordance with the requirements set out below. After signing the public procurement contract, the Contractor will be obliged to deliver the first of the two diesel tanks and its assembly at the Waste Management Plant within the time limit agreed by the Parties. The Contractor shall deliver and install the second fuel tank within three months from the moment of notification of the demand by the Ordering Party. The Contractor shall provide the Contracting Authority with a detailed instruction manual for the delivered tanks and train the Ordering Party's personnel in their operation. Fuel tanks delivered by the Contractor should be subject to technical inspection and meet the requirements set out in the Regulation of the Minister of Economy of 18.09.2001. on the technical conditions of technical inspection, which should be met by non-pressure and low-pressure tanks intended for storage of flammable liquids and have certificates required by applicable standards and legal regulations. Technical requirements of diesel tanks: 1) capacity 5,000 liters, 2) double-jacketed tank (tank in the tank), 3) fuel dispenser (mounted at the tank, so that the whole device is a portable system), 4) system for measuring the current fuel level, 5) leak alarm system, 6) fuel dispensing monitoring system with access only for fuel card holders, 7) the ability to transfer data on fuel intake to the computer system. The Contractor shall provide the Ordering Party with fuel cards free of charge on the basis of the list of motor equipment and vehicles authorized to take fuel from the tanks provided by the Contracting entity after signing the contract. Fuel cards should enable identification of the vehicle or equipment of the Ordering Party for which fuel will be collected. During the period of order processing, the type (identification marking, e.g. fixed asset number of the Ordering Party) and the number of vehicles and motor equipment included in the list may change. The estimated number of fuel cards necessary for the execution of the order is 20 pieces. The Contractor shall ensure that the fuel card can be blocked (e.g. in the event of its loss).
