The district of Wolfenbüttel is announcing the participation competition to procure software for the youth welfare office. Following the competition, the procedure will be conducted within the framework of a negotiated procedure in accordance with the provisions of the VgV.
The district of Wolfenbüttel calls for expressions of interest in the call for tenders “Procurement of software for the youth welfare office”.
As part of the participation competition, the suitability of the applicants is first checked. There is no restriction on participation in the subsequent procedure. All suitable applicants will be admitted to the later procedure.
As part of the competition, only the required suitability documents must initially be submitted. The documents for subsequent performance, including service specifications, calculation sheet, are only for information at this time and are required as part of the tender submission. The procedure is managed as a negotiated procedure.
Within the framework of the procedure, a presentation of the offer and the creation of a test system is planned.
Negotiations about content and price are possible. However, the district of Wolfenbüttel reserves the right to award the contract on the basis of the initial bids in accordance with Section 17 (11) of the VgV, even without negotiation.
The aim of the tender is to install and support specialist software for
various parts of a youth welfare office. The subareas are presented in the specifications booklet.
A high-quality and economical specialist application for all areas of the youth welfare office is to be procured.
In detail, the expected performance should be:
- delivery (provision of standard software for a one-time fee in the long term; licenses),
- Achieving operational readiness
— on the software side (in particular customizing and installation)
— and the user (especially training and documentation)
- as well as the subsequent maintenance of specialist software for the youth welfare office based on the list of services and the supplementary contracts and agreements
included.
The contract is scheduled to start on 01.01.2023 with an indefinite term.
The application for participation must only be submitted electronically via the award portal.
Applicants must immediately verify that the tender documents are correct. In order to ensure a proper course of the call for tenders, the deadline for the last submission of applicant questions is set at 20/04/2022. In the event of a later question, a timely answer cannot be guaranteed and does not necessarily lead to an extension of the deadline.
