Description:
Supply of wood chips for energy production

Supply of wood chips for heat and steam supply via a biomass boiler (wood chips):

- Heat generation with 2,100 kW,

- Steam with 1,100 kW.

General and technical preliminary remarks:

The Schwarzwald-Baar Klinikum Villingen-Schwenningen is an academic teaching hospital of the University of Freiburg and, with about 3000 employees, is the largest employer in the region. Affiliated are a vocational school for nursing, a school for anaesthesia technical assistants and one for surgical technical assistants. The clinic was opened in 2013 after a construction period of approx. 4 years and has a floor area of 92,600 m2, of which approx. 80,600 m2 are heated.

Heat generation and/or steam generation:

Both gas and wood chip-fired boilers are operated for heat and steam supply. Heat is generated by two gas-fired boilers, each with a nominal heat output of 2400 kW, and a biomass boiler (wood chips) with 2100 kW. The steam is generated by a biomass boiler (wood chips) with a nominal heat output of 1100 kW and a gas boiler with a nominal heat output of 1200 kW.

The redundant heat generators for heat generation and steam are located outside the building in the energy center.

Wood-fired heat / steam generators:

1 x high-pressure steam boiler nominal heat output 1100 kW

1 x hot water boiler nominal heat output 2100 kW

Gas-fired heat / steam generators:

1 x high-pressure steam boiler nominal heat output 1200 kW

2 x hot water boiler nominal heat output 2400 kW

Ascheaustragung / Ascheentsorgung:

The ash is discharged via trough chain conveyors to a standard container with a capacity of 5.1 m3 into the open air. The ash removal of the electrostatic and chemical filters is carried out via ash containers with a capacity of 600 l each as collection containers below the filters within the building.

The ash disposal is carried out by the plant owner and therefore does not have to be taken into account in the tender.

Storage and delivery:

The wood chips are stored in an underground ventilated wood chip bunker with a total volume of 935m3, of which approx. 500-600 m3 of usable volume can be occupied.

It can be done from Monday to Thursday between 6:30 a.m. and 9:00 p.m. and on Friday from 6:30 a.m. to 7:00 p.m.

On Sundays and public holidays, delivery cannot be ruled out, if deliveries on these days are necessary, this will be done by arrangement at least 1-2 days in advance.

The bidders are obliged to get an idea of the local conditions with regard to the delivery situation. More details can be found in the tender documents.

- Quality requirements for industrial wood chips:

Industrial wood chips according to DIN EN ISO 17225-1 release date 2014-9, annual delivery quantity approx. 10,000 - 17,500 Srm/a Industrial wood chips, the offer assumes an average delivery quantity of approx. 14,000 Srm corresponding to approx. 10,500 MWh. Any additional requirements must be supplied by the supplier. Additional or reduced demand does not entitle the customer to charge price surcharges.

Seasonal fluctuations must be taken into account, especially in the summer months, fewer wood chips are purchased, since only the high-pressure steam boiler is in operation,

- Qualitätsvorgaben:

Natural non-lumpy wood in the form of wood chips in the form of plates and chips made of coniferous and deciduous wood, which has been processed exclusively mechanically.

-- Hauptanteil P45S (3,15 < P < 45) mm Feingutanteil < 5 %,

-- water content M35-M40 ash content A3.0 (?3%) calorific value 2.5 to 4.5 kWh/kg,

- Quality control determination:

Moisture content of the wood chips when supplied with humimeter, BLL measuring device with grooving lance, according to sampling interval. In case of doubt, sampling is carried out in accordance with LAGA Plan 98 and moisture measurement by fresh mass weighing of the sample, as well as dry matter determination by 24-hour drying in the kiln cabinet.

Visual inspection for fines and impurities is carried out with each delivery. In the event of a dispute, by sampling according to LAGA Plan 98 and sieve analysis. In general, sampling is carried out in the presence of the supplier. The supplier may request a partial sample as a reserve sample.

Sampling is carried out at random or on suspicion.

The offer price including all ancillary costs (e.g. travel etc.) is to be stated in EUR per MWh. In the event that the heat meter fails, billing will be based on the quantity supplied according to the bulk cubic meter (Srm). In the alternative, the Srm price must be indicated.

The consumption measurement is carried out with calibrated heat meters. The meter reading is carried out by the contractor promptly before the end of a billing year, together with a representative of the hospital. The values are transmitted by us monthly on the 5th of the following month,

- Regional availability:

The wood chips are to be supplied from regional origin (within a radius of approx. 150 km),

-Bill:

Billing is carried out monthly according to actual consumption,

-Conversion factor:

Alternatively, the following conversion factors are used. 1 m3 (volume / cubic meter) = 2.5 Srm (bulk cubic meter) = 750 kWh/Srm,

- Ausfallkonzept:

With the submission of the unit prices, the bidder must lay down a written default concept in which he describes how the supply of the hospital can be ensured. This can be done, for example, via a

sufficient storage capacity on the part of the supplier or delivery via a subcontractor.

Contractual penalty in the event of non-performance or poor performance:

If the supplier (contractor) violates his obligation to perform due to non-performance or poor performance, he shall bear the additional costs of the replacement delivery and all the associated costs.
