This Tender was initiated to reduce the administrative ballast for the Insurance Contracts to be concluded. Aon, as an intermediary, in collaboration with De Groeiling in the Municipality of Gouda, has taken the initiative with this Tender to achieve an efficient process for both the Contracting Authority(s), Participants and Aon. The purpose of this Tender is that the preconditions for the Contract are largely laid down by means of a Framework Agreement. Subsequently, contracting authorities may conclude an Insurance Contract on the basis of a Mini-Competition in accordance with these terms and conditions. The purpose of the Framework Agreement is to conclude an Insurance Agreement (conventional) for WGA ERD for Contracting Authorities.
15 participants participate in the Framework Agreement. It is characteristic that participants (Contracting Authorities) do not have an obligation to purchase. The estimated value of the Framework Agreement is explained in Descriptive Document.
Framework Agreement European Procurement WGA-ERDThe total value of the Framework Agreement is rounded up to € 11,715,000,-. The value of the contract is determined by the combined value of the contracts estimated under the Framework Agreement including the Contracting Authorities which are included as 'backstop' and 'subject to decision-making'. The estimated value is achieved by multiplying the total wage bill by an average premium percentage based on knowledge and experience of the private market premium for WGA ERD insurance multiplied by a factor of 4, in accordance with Article 2.17 of the Procurement Act 2012. Because several contracting authorities participate in the Framework Agreement, the value of the agreement is above the European threshold and is therefore put out to tender at European level, opting for the open procedure.
