As part of their activities, in particular the creation of business parks, the purchase and sale of land or buildings, the operation of waste management and wastewater treatment facilities, the Intermunicipal Associations are confronted with the problem of soil management and remediation, particularly with regard to their possible state of pollution. Therefore, they wish to enlist the expertise of a service provider. This service provider under the name "the ground expert" will have the mission to assist the intermunicipal companies in making decisions on investment and site development. He will be the sole interlocutor of the contracting authority throughout the duration of the contract, except in cases of force majeure.
