The performance of pilots is of fundamental importance in aircraft safety and key to pilot performance is pilot training. The effectiveness of pilot training has come under increased scrutiny following accidents such as Air France 447, Colgan Air and Asiana San Francisco, where pilot training appears to have been a factor in the accident circumstances. Additionally there is much anecdotal evidence that pilots now starting their careers have been exposed to different overall informal and formal training experiences compared with previous generations of pilots. These issues have been recognised by a number of organisations internationally and a number of research initiatives have been put in place in order to explore different aspects of training.

CAA wishes to initiate a short review of recent training studies, activities and potential improvements in order to inform policy on taking the matter forward internationally. It is recognised that this is a major topic area however a short, focussed project is required, recognising that this is an area where CAA is more likely to apply influence rather than direct control. In addition to reviewing recent and ongoing activities, a review of issues that appear to be under-represented in existing studies is to be conducted, primarily through consultations with subject matter experts. The focus is to be on topics where CAA may be able to make an effective outcome to improve safety for UK citizens.

The Pilot Training Review is anticipated to be undertaken by organisations or individuals with substantial experience in training and human factors. The Review must consider all aspects from PPL to training for professional flying. Both fixed-wing and helicopter training is to be considered, in a holistic manner wherever possible but individual aspects are to be highlighted where appropriate. Whilst this is a very wide remit, the requirement is to provide a high-level view of overall training direction and philosophy and thus it is anticipated that the project will be short duration, ideally completed within nine months of commencement. Detailed recommendations are, however, required for potential improved outcomes.
