Implementation of a MoIP-based test and staging control room in Baden-Baden

In the next few years, some of the SWR's television studios will have to be renovated. In addition to the technical renewal of the studios for television production with the corresponding assigned control rooms, a more efficient and economical work in the production processes is also to be made possible. This technical innovation will be based on the standardized SMPTE ST2110 technology standard. Pooling of central functional components as well as the possibility of flexibly combining studios and control rooms is intended to optimize capacity utilization and reduce the use of personnel. The long-term goals of connecting studios and control rooms across locations and being able to work with a local control room for outdoor broadcasts also need to be achieved.

The requirements and goals mentioned above can only be fulfilled and realized by means of "Media over IP networks". The responsible department is therefore planning to set up a MoIP-based test and staging directorate.

The above-mentioned requirements and objectives can only be fulfilled and realized by means of "Media over IP networks". The technological change described in Chapter 1 of the procedural documents will be tested and trialled in small isolated areas that are already working with Media over IP (MoIP). There is too great a risk in the client's assessment if a fully equipped studio, including the control room and numerous functional components used, is converted to the new MoIP technology in the first step. The responsible department is therefore planning to set up a MoIP-based test and staging control room in order to gain experience with both the implemented functional components and the MoIP technology itself. In this way, the technical concept presented in the contract documents can be checked and, if necessary, corrected. In the future, it can serve as a basis for upcoming renovations of studios and control rooms. The MoIP-based test and staging control room is intended to be used to test patches, updates and upgrades of (software) functional components from the broadcast environment in a non-production environment, even after the renewal of studios and control rooms. In order to be able to test all functions, interfaces and functional components under real conditions, it is necessary to set up a complete control system (image and sound) with the necessary functional components. Südwestrundfunk (SWR) as the client is planning to set up a "MoIP-based test and staging control room" with the following services:

• Supervision of the acceptance of the fully implemented and functional MoIP-based test and staging direction, carried out by the client or a third party commissioned by the client

Within the framework of this award procedure, only new devices with a manufacturer's guarantee may be offered.

Start of service provision from 08.01.2024.

The client has defined in the fundamentals that it intends to use the technical concept determined by this award procedure for a MoIP-based test and staging control room as a basis for upcoming renovations of studios and control rooms in the future. After implementation and acceptance no later than 6 months after the award of the contract, it intends to put out to tender the functional components verified in the test and staging direction for operation in a MoIP infrastructure on a product-specific basis for a maximum period of two years.
