The Contracting Authority shall procure a new management contract for the Guardianship application (VERA), which is a case management system for guardianship. The application is used by approx. 250 case workers in 16 county governor offices, as well as the Norwegian Civil Affairs Authority.
A new Guardianship Act came into force on 1.7.2013 and responsibility for guardianship was transferred from municipal supervision to the county governor offices. An application was made that is used by case workers at the county governor and the Norwegian Civil Affairs Authority (SRF) to manage guardianship from start to finish, including making decisions, follow-up of cases, replying to enquiries, follow-up of finances and supervision.
SRF needs a new maintenance contract from 1.7.2019. The aim of this procurement is to procure a general system for the management, (which includes more than only maintenance, cf. below), of the application VERA.
As a starting point, “management” means operation and maintenance of the application, as well as other management assignments connected to the application (see the details in Point IV.3 Additional Information). The tenderer shall, amongst other things, have overall responsibility for coordinating the different deliveries / modules included in the guardianship application. The tenderer must also be able to function as a collaboration partner for SRF, particularly as with a view to optimising the application. Therefore this procurement also includes options for further development, as well as options for an expansion of the system so that it also manages SRF's other professional fields.
