Adapted minibus service to the public special education center "Garbí", located in El Vendrell, to serve the students of the region, except those domiciled in the municipality of El Vendrell, who attend as compulsory education, and the students of the contiguous regions who, by express resolution of the Department of Education of the Generalitat de Catalunya, They are enrolled in this special education center.
Provision of the adapted transport service "door to door" aimed at students enrolled in the Special Education Center "Garbí" (Official Registry 43006988), located in Plaza Àngels Garriga, 3 of El Vendrell, who have their domicile in a municipality other than that of the school.
This contract is intended to guarantee the fundamental right to schooling and the basic right of mobility of these people, the main objective of the adapted transport service, which will consist of picking them up and transferring them from their home to the special education center and vice versa.
The lines and stops of each line will be built according to the people to be transported, trying to combine maximum efficiency in the logistics applied and compliance with the conditions of service provision, which are:
• In general, those derived from the contractual specifications (administrative and technical) and current regulations.
• Use of adapted vehicles, whose technical characteristics respond to the needs of people with physical, mental or sensory disabilities, with a minimum capacity of five wheelchairs and two people, convertible into up to 9 useful seating positions (adapted minibus).
• The vehicles will be in communication at all times with the service coordination center, being able to inform or alert to any incident that may occur,
• Companion assistance. Person of legal age with sufficient theoretical and practical knowledge to drive, attend and supervise a group of school-age people who may have physical and/or mental disabilities. The companion must be able to respond immediately and professionally (lifeguard/health) to an emergency situation, whether caused by a crisis of the people transported, or by an external cause (traffic accident).
• The service is defined as adapted transport "door to door", which implies the collection and delivery of users at home (or approach at a distance not exceeding 100 meters walking).
• The maximum duration, outward and return, will not exceed 45 minutes.
• The arrival time at the school will be 8.55 am, with a tolerance ± 3 minutes.
• The departure time of the center will be 4:30 p.m.
• If the Department of Education varies this schedule, the successful bidder will be obliged to adapt the service.
In general, the services to be contracted consist of attending the school transport service adapted for the persons referred to in art. 18 of Decree 150/2017, of October 17, on educational attention to students within the framework of an inclusive education system, which refers to schooling in special education centers.
It is also intended to contribute to policies for the integration of work and family life, as well as to serve as a measure to facilitate the schooling of students with special educational needs. This service cannot be provided by the Consell Comarcal del Baix Penedès by its own means.
