Infrastructure Neuss AöR intends to renew the CHP plant at the Neuss Süd wastewater treatment plant, taking into account the security of energy supply even in the event of an emergency. The subject of the contract to be awarded are the planning services required for this.
The CHP plant at KA Neuss Süd (122,000 PE) is economically dependent and, due to technical reasons, is only of limited use for normal operation. However, if necessary, it serves as an emergency power supply for the sewage treatment plant. The aim is therefore to renew the CHP plant with ensuring the emergency power supply. For this purpose, it is planned to replace 3 old CHP plants (3 x 260 kWel) that are too large for the existing sewage gas quantity range by smaller, faulgas quantity-optimized modules.
The forecast amounts of fermentation gas allow an average electrical output of the CHP plant in the range of approximately 180 to 200 kW. The performance of the new CHP plant must take into account, among other things, the fluctuations in the amount of fermentation gas, a gas storage facility that is also to be built with the measure, and the efficiency and minimized wear of the CHP modules. To guarantee the emergency power supply is based on current knowledge of a supplement such. B. to go out by an emergency diesel generator. As a further safeguard, the new CHP plant is to be equipped bivalent for the use of natural gas and fermentation gas and to be provided for the coordinated island operation together with the intended emergency power diesel generator in case of emergency power.
The subject of the contract to be awarded are the following partial services in accordance with the basic service profile of HOAI:
- Object planning services for engineering structures as defined in Appendix 12 to Section 43 HOAI for service phases 1-9;
- Structural engineering services i. See Appendix 14 to Section 51 HOAI for service phases 1-6;
- Specialist planning services for technical equipment, electrical engineering, process engineering and automation i. See Appendix 15 to Section 55 HOAI for service phases 1-9.
In addition to the basic services, the following special services must be performed:
Civil engineering structures:
- local construction supervision according to Appendix 12.1;
- Supplement the operating instructions for new components / systems to be built;
- adaptation of explosion protection document;
- Update of the execution plans to the stock.
Technical equipment:
- Inventory of existing connection technology in Lph. 1;
- Network calculation of the KA low-voltage network including short-circuit current and utilization calculation of the existing system parts. Examination and assessment of the plant parts in the inventory in combination with the planned, new plant parts;
- Organization and participation in performance measurements and functional tests;
- Supplement the operating instructions for new components / systems to be built;
- adaptation of explosion protection document;
- Update of the execution plans to the stock.
