Stortingets administrasjon annually produces approx. 900-1000 hours of programmes from the Norwegian parliament and hearing rooms, and shall, thus, enter into a contract with a tenderer for staffing TV production equipment. The chosen tenderer will be responsible for providing competent personnel and for keeping up-to-date on meeting times and planning the productions. The Norwegian parliament will be responsible for the technical equipment used during the productions. The recording signals will be made directly available for free distribution to traditional broadcasting and via broadband/internet, including for all Norwegian media (open pool scheme).

In addition to the scheduled production, the contract covers options for the production of individual events and the hire of equipment.

The contracting authority reserves the right to make separate procurements of services from nationwide TV companies for the production of the opening of the Norwegian parliament, election programmes and other particularly demanding political events, but clarifies that these normally fall within the contract's fixed price. The contracting authority's production equipment will then be made available for this company. Written notification of this will be given in each individual case, except in a crisis situation.

Personnel who shall carry out the services can be moved around, see the requirements in the framework agreement. The tenderer will be responsible for ensuring that their personnel are competent.

There can be increased automation in the contract period, which can lead to a reduction in the number of personnel, but not in the number of hours with production.
