The Police and Crime Commissioner for Kent and the Police and Crime Commissioner for Essex each sought to contract with an experienced horse recovery expert to assist Kent Police and Essex Police respectively in carrying out their statutory duties in respect of recovering stray horses (and other equines) found loose on the public highway. The recovered horses will be transported to a secure location and, where possible, returned to their owners, should the owner be identified.
