Description:
Delivery of 7 brand new hybrid buses

The subject of the Agreement is the delivery of seven (7) pieces of brand new hybrid buses that meet the requirements set out in the Description of the subject of the contract and the Draft provisions of the contract.

Buses are to be new vehicles (as defined in the Road Traffic Law of 20 June 1997, t.j.Dz. U. of 2022, item 988 with subsequent amendments) and have a valid EC vehicle type-approval certificate issued in accordance with the Regulation of the Minister of Transport, Construction and Maritime Economy of 25 March 2013 on type approval of motor vehicles and trailers and their equipment or parts (i.e. Journal of Laws of 2015, item 1475).

Vehicle category M3, buses meeting all the requirements for Class II.

Pursuant to Article 257 of the Public Procurement Law, the Contracting Authority may cancel the procurement procedure if the public funds it intended to allocate to finance all or part of the contract have not been awarded to it.

The subject of the contract is the delivery of seven (7) units of brand new hybrid buses. The hybrid drive installed in the buses is to enable traction similar to the traction of a bus equipped with a classic diesel drive system. The hybrid system is to recover energy during braking and use it to charge the electricity storage of batteries, supercapacitors or other solutions. The entire hybrid drive is to be controlled by an electronic system, ensuring optimal use of energy, thus ensuring the low-emission of the bus in terms of harmful substances emitted into the environment. The buses are to be approved for the strength of the body in accordance with the current wording of UNECE Regulation No 66 (including the 02 series of amendments). The construction of the vehicle and the solutions used are to guarantee at least 12 years of operation assuming an average mileage of 80,000 km. The technical solutions used must be proven, mass-produced and their reliability must be confirmed at least in field tests. Buses are to meet the technical and operational parameters specified in the applicable regulations specified in the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (Journal of Laws of 2016, item 2022, of 2017, item 2338, of 2018, item 855, of 2019, item 2560, of 2020, item 1886, of 2021, item 1877, and of 2022, item 122). The supporting structure of the buses is to be made of non-rusting or hard-to-rust materials. In the case of hard-to-carry materials, buses must have full corrosion protection made in a closed technological cycle. It is allowed to use other innovative materials resulting from research and technical progress, which guarantee higher performance parameters than required. Supporting structure of buses: a self-supporting chassis frame (truss) integrally connected to the body frame. All buses are to be identical to each other, in particular in terms of construction, technical parameters, completion and equipment. The delivered buses are to be produced no earlier than 2023. Bus length: 11.50 – 12.50 m; Bus width: 2.40 - 2.55 m; Maximum height of buses: 3,50 m; Total number of seats: at least 70; Number of wheelchair or children's seats: minimum 1; Door layout: 2-2-0 or 1-2-0. Doors on the right side of the body wall. In the case of a 2-2-0 system, it is permissible to fence off one wing; Internal combustion vehicle engine, hybrid diesel; Engine capacity: at least 7.7 dm3; The engine must be adapted to fuel containing biocomponents in the maximum amounts provided for by applicable standards and regulations (in particular PN EN590: 2013, Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels, Journal of Laws of 2015, item 1680, as amended).
