The object of the contract is the provision of study and design services necessary for the investigation of the stealth traffic problems in the vicinity of Leuven, more specifically the area broadly delimited by the E40, E314 and the N223. This demarcation is a first estimate, and can be expanded if the study shows that certain bottlenecks also influence the stealth traffic problem.
The main objective of the study is to map out where the biggest problems with stealth traffic are located in the study area, and to see whether an extension of the N25 between the N3 and N2 – and possibly further to the E314 – can offer a solution for this. This compound is the main alternative to be investigated, but possible alternative solutions can be further suggested in the context of the cost-benefit analysis.
An important part of the study is therefore the mapping of the stealth traffic problem (origin and destination of traffic), followed by a multidisciplinary research into solutions for this. Special attention should be paid to the connection between the N25 and the E314 (main alternative). The feasibility of this solution must be checked (including both technically and spatially) and the client expects at least a cost-benefit analysis in which this solution forms the core, supplemented with any solution variants.
In view of the many interactions between the various stakeholders, but also in view of the uncertainties that exist around the research actions to be carried out and the multidisciplinary nature of the contract, the contracting authority wishes to work through a framework contract so that the necessary flexibility is provided in the contract to investigate what is needed.
Furthermore, if this is necessary from the study trajectory, performance can also be requested to work out certain bottlenecks and sub-projects in more detail, this via separate orders.
The services within this contract depend on the sub-projects and the course of study, and may include:
● performing traffic engineering and spatial analyses;
● the preparation of traffic models to support the research to be carried out
● carrying out technical study work, both of ordinary infrastructure and structures such as tunnels or bridges;
● the further design of infrastructure in the broadest sense;
● the preparation of (SSK) estimates;
● drawing up cost-benefit analyses;
● the preparation of reports and notes;
● quality control during the entire study assignment;
Within this contract, specific profiles are requested that include. must be able to perform the above tasks. For a detailed description of these profiles, please refer to the technical provisions.
All quantities specified in these specifications are indicative and shall be provided only by way of information. The quantities in the measurement statement are therefore purely indicative and serve only for the comparison in terms of the price of the tenders.
Consequently, the selected persons shall not be entitled, on conclusion, to carry out the quantities indicated in the statement of measurement, either as regards the total amount, the quantities by post or the proportions of the quantities indicated in the order.
