The subject of the invitation to tender is the provision of an examination technique suitable for the introduction of the electronic examination in the Second State Examination in Law (ZJS) of the AG.

A service provider is to be commissioned to take the written exams (so-called supervisory work) of the ZJS in December 2024 (examination campaign spring 2025) and - optionally in each case - for the supervisory work in June and December 2025 (examination campaigns autumn 2025 and spring 2026) as well as in June and December 2026 (examination campaigns autumn 2026 and spring 2027) - including the upstream, partly also optional exercise possibilities - one for the exam processing to provide suitable examination software (Lot No. 1).

A further service provider is to be commissioned to provide the necessary examination environment in the form of hardware and technical infrastructure at the examination locations (lot number 2).

In the performance period, the first step is to provide audit software suitable for the electronic processing of supervisory work and a document management system (DMS) for filing the processed supervisory work, thus creating a reliable basis for the conversion from handwritten to electronic examination format.

Provision of the hardware required for the electronic execution of the exam as well as the installation of the necessary technical infrastructure at the individual test locations. This obligation also includes the assembly and dismantling as well as the transport to and from all components required for the hardware and the technical infrastructure.
