Municipal and county elections will be held in September 2023, and parliamentary and Sami parliamentary elections will be held in September 2025. The Municipality and District Department believes it is necessary to be prepared and have a preparedness plan in case actors are inclined to carry out operations to influence these elections. As a part of this work, the department would like to carry out a survey of activity that may be connected to the elections in the 2023–2025 period, including the years between elections.

The department would like to have an external survey and analysis carried out on whether there have been targeted attempts from foreign actors to influence information that can be connected to the elections in 2023 and 2025. The project period begins when the contract is signed in 2023 and expires in 2025. The department would also like the investigation to evaluate the extent of disinformation and fake news in the Norwegian media.
