The aim of the procurement is to map changes in the municipalities' expenses for economic grants due to changes in the rules for work assessment allowance, which came into force in 2018. The procurement is connected to the agreement between the Ministry of Labour and Social Affairs and KS to map to what degree the changes in the rules for work assessment allowance have meant for the municipalities' expenses for economic grants, cf. White Paper 74 L (2016-2017).

The assignment period is calculated from when the contract is signed (estimated to be November/December 2021) to the submission of the final report on 13 December 2024.
