The purpose of this contract is to execute the missions of defining and implementing a communication strategy for the Culture Pass. It includes a mission of strategic support and design conception as well as a mission of advice and purchase of advertising space.

This contract is composite: it includes a fixed part (basic market) and a mixed framework agreement part: purchase orders and subsequent contracts. The framework agreement has no minimum or maximum amount.

The market includes support services and the development of a communication strategy, as well as graphic design services.

The fixed part with purchase orders includes the following missions:

- consulting: development of media strategies and plans;

- representative for purchases in local, departmental, regional or even national media, and for all types of media: print, audio and audiovisual press, posters, Internet, mobile telephony;

- reporting and analysis of media campaigns.

The part with purchase orders takes up the same services as the fixed part. They will be ordered in the event of additional services included in the package.

The part performed by subsequent contracts covers the following services:

- purchases of advertising space on new distribution channels;

- external artistic services.
