The Contracting Authority shall not allow the submission of partial tenders
The subject of the order should comply with the following requirements:
(a) correspond to all the characteristics set out in the specification of the terms of the contract,
(b) be factory new and compliant with applicable standards.

The contracting authority does not provide for the award of contracts referred to in Article 214(1)(8) of the PPL.
