In order to achieve a CO2-free heat supply, the municipality of Utrecht is starting the neighbourhood approach natural gas-free. An important part of this neighbourhood approach is a study into the social and end-user costs of various alternatives to natural gas and insight into the CO2 reduction for the three different heat alternatives: the expansion of the existing grid, collective local grid (with up to three sources) and an individual heat pump in the neighbourhood. This research must also be done for the area approach for business parks. This research will have to be repeated 15 times in the coming years for the clusters in block 1 and the inner city of the neighbourhood approach.
For these studies, the municipality wants to conclude a framework agreement with a maximum of four parties for a period of two and a half years through this tender. The municipality expects to conduct 13 studies (twelve clusters and the city centre) over the entire duration of the framework agreement with a total value of up to €750,000,-. The duration of the framework agreement is from December 2023 to June 2026. For each specific area where the research is to be carried out, a mini-competition will take place between the parties who have signed the framework agreement. Research for business parks is not part of the framework agreement.
During the term of the framework agreement, the municipality will conduct thirteen studies, with a maximum total value of €750,000,-.
It is important for the municipality to take into account (external) environmental factors during the term of the purchase and to regularly evaluate and, if necessary, make adjustments to continue to achieve the objectives of the procurement, as a result of which certain purchases cannot continue and / or are otherwise necessary in terms of time, planning and / or money.
