The Norwegian Labour and Welfare Service, henceforth referred to as the Awarding Authority, shall procure a new system which support an overall test process. The objective of the project is to enter into an agreement with one or several suppliers for purchase, possibly hire, maintenance and associated supplementary services.
Currently the Awarding Authority has an ongoing annual maintenance agreement with Hewlett Packard for 2 types of software; HP Loadrunner and HP Quality Center. These are the base for the test platform. The Awarding Authority has also a number of smaller specialised systems which are considered replaced.
At present the Awarding Authority is carrying out an assessment on future use of advanced methods for testing, including automated testing, management and generation of test data (including reidentified production data), configuration management of programme codes - user interface.
In addition shall new applications and services be implemented by the Modernisation programme (MOD) and the requirement for this type of software will therefore increase considerably. At present there is no agreement which covers the Awarding Authority’s requirements in connection with this.
The procurement shall be based on the following:
— Purchase, possibly hire of software with accompanying maintenance.
1. Configuration management;
2. Test administration system;
3. Output testing;
4. Function testing and GUI testing (graphical user interface testing);
5. System for test data administration;
— Accompanying services in connection with implementation, installation, adaptation, integration, development, training, consultancy, etc.
