Adaptation of urban areas to climate change - Scientific Accompanying Agency for the Evaluation of Funded Projects from the Federal Programme Adaptation of Urban Spaces to Climate Change

With the federal programme "Adaptation of urban areas to climate change", financed by the Energy and Climate Fund (EKF), the Federal Government supports conceptual and investment projects with high effectiveness for climate protection (CO2 reduction) and climate adaptation with high technical quality, with above-average investment volume or with high innovation potential. The Federal Ministry of Housing, Urban Development and Construction (BMWSB), formerly BMI, has commissioned the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR; hereinafter referred to as AG) with the implementation and monitoring of the funding programme. One task of the programme implementation is the evaluation of the funded projects, in particular with regard to their effectiveness for climate protection and adaptation. For this purpose, a suitable scientific accompanying agency (hereinafter referred to as an AN) is sought. As a result of the evaluation, the success and quality of the funding measure are to be presented to the BMWSB and recommendations for future programme goals are to be derived. The expected findings are also necessary for the preparation of the business plan and for the contribution to the annual EKF report to the Bundestag. At the same time, the findings are to be made available to the professional public and impulses for municipal planning practice are to be given.

The federal programme sees itself as the Federal Government's contribution to climate-friendly urban development through the targeted development and modernisation of the (blue) green infrastructure. Particularly threatened by climate change is the urban green (street greenery, parks and gardens) in the dense urban space, which is also determined by a high pressure of use. Due to the increasing climatic changes, ecological and social challenges meet here, which require a new, integrated approach and testing. Funding is provided for vegetable and structural investments as well as investment-preparatory, accompanying and conceptual measures in urban open spaces, which maintain and further develop them in their vitality and functional diversity. Exemplary and forward-looking investments are intended to strengthen resilience to the consequences of climate change and contribute to greenhouse gas reduction. Through integrated planning and development as well as a natural, biodiverse, multifunctional design, the diverse other requirements for green and open spaces must also be taken into account. This concerns, for example, the great importance for health care, as a social meeting place, as a biotope network and for sustainable mobility. Public accessibility is also an essential prerequisite.

The task of the contractor sought is to evaluate the funding programme. To this end, the approximately 250 funded projects (both tranches in 2020 and 2021) are to be examined.

A basis for the evaluation design is provided by the evaluation system for sustainable construction for outdoor facilities (BNB-AA 2016), which must be adapted to the program. In particular, for the topics of climate protection and climate adaptation that are the focus of the evaluation, indicators used in research and municipal practice are to be tested by the Contractor for their suitability and transferred into an adequate set of quantitative indicators.
