Description:
Provision of forest management services in the Cisna Forest District in 2023-II PROCEEDINGS

The subject of the contract are services in the field of forest management in accordance with the definition in Article 6(1)(1) of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2022, item 672 – "Act on Forests") including works in the field of forest breeding and protection, fire protection, timber harvesting and harvesting and tourist development to be carried out in the Cisna Forest District in 2023. The procedure is conducted under the open tender procedure pursuant to Article 129(1)(1) in conjunction with Article 129(2) and Articles 132-139 of the Act of 11 September 2019. Public Procurement Law (consolidated text: Journal of Laws of 2022, item 1170, as amended - "PZP") and implementing acts to the PZP. The procedure shall be conducted in accordance with the rules laid down for classic contracts with a value equal to or exceeding the Union thresholds. The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure".

Package I – forestry: Dołżyca

The subject of the contract are services in the field of forest management in accordance with the definition in Article 6(1)(1) of the Act of 28 September 1991 on forests (consolidated text: Journal of Laws of 2022, item 672 – "Act on forests") including works in the field of forest breeding and protection, harvesting and harvesting of wood and tourist development to be carried out in the Cisna Forest District in 2023. The material scope of the subject of the contract includes the total quantities of works in the field of forest breeding and protection, harvesting and harvesting of wood and tourist management resulting from Annex 2 to the SWZ, which consists of: Annex No. 2.1. – planned size of works; Appendix No. 2.2. - detailed size of works by groups of activities, activities and locations; Appendix No. 2.3.1. – characteristics of forestry in the field of timber harvesting; Appendix No. 2.3.2. – assortment system of timber harvesting in forestry; Attachment No. 2.3.3. – a list of distances and conditions of harvesting wood; Appendix No. 2.3.4. – list of items with additional difficulties in the field of harvesting and skidding; Appendix No. 2.3.5. – list of items not made available for machine acquisition; Appendix No. 2.3.6. – information on the optimal technology of obtaining wood (potential); Appendix No. 2.4.1. - information on the nature of forest care (zones for mowing weeds); Attachment No. 2.4.2. - a list of items not available for renewal with the help of a planter; Attachment No. 2.4.3. – information on the bottom of seedlings at the planting site. Descriptions of activity codes describing individual forest works (activities) included in the subject of the contract are described in Appendix No. 3 to the SWZ. A description of the rules of the procedure for the acceptance of forest works is included in Annex 3 to the SWZ. Quality standards relating to all essential features of the subject of the contract are specified in Appendix No. 3 to the SWZ. The regulations that the Contractor will be obliged to comply with in particular when performing the subject of the contract are described in point 3.2 of the SWZ. The general principles of the implementation of the subject of the contract are contained in point 3.3. SWZ. The Ordering Party does not reserve the obligation of the Contractor to personally perform key tasks regarding the subject of the contract. The Contractor may entrust the implementation of elements (parts) of the subject of the contract to subcontractors. In the case of an intention to perform the subject of the contract with the participation of subcontractors, the contractor is obliged to indicate in its tender the part of the contract (material scopes), the performance of which it intends to entrust to subcontractors, and to provide the names of possible subcontractors, if they are already known. Such an indication should be placed on the Offer. In the absence of an indication of subcontracting in the Offer, the Contractor will be able to introduce a subcontractor only under the conditions specified in the contract. Pursuant to Article 95 of the Public Procurement Law, the Contracting Authority requires the Contractor or a subcontractor to employ persons performing activities in the scope of contract performance consisting in obtaining and skidding wood raw material, if the performance of these activities consists in performing work in the manner specified in Article 22 § 1 of the Act of 26 June 1974 - Labour Code (consolidated text: Journal of Laws of 2022, item 1510, as amended. died.). The contracting authority provides for the possibility of awarding contracts referred to in Article 214(1)(7) of the Public Procurement Law within a period of 3 years from the date of award of the basic contract. Material scope of services which are the subject of contracts referred to in Article 214(1)(7).) does not exceed 50 % of the value of this contract. Deposit for PACKAGE I -forestry: Dołżyca is PLN 3,000.00. Details of the deposit are given in Chapter 11 of the SWZ. The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Article 139(1), (3) to (4) of the Public Procurement Law. The Ordering Party does not demand the provision of a security for the proper performance of the contract.
