Dawn Care AB (Orderer) invites Applicants (Supplier) to apply to participate in procurement related to Operational Systems.
Purpose and goal
All work done in the client work of the Company shall be documented by law in the client's personal file. The requirements for the documentation are regulated by laws and regulations, and it is paramount that the Company is able to meet the documentation requirements of a system that can handle complex documentation needs in a user-friendly manner. The purpose of the planned procurement is to ensure that all activities of the Company have a proper operating system based on the documentation requirements of the respective operations. The objective of the procurement is for the Company by 2023 to have an operational documentation system that meets the needs that exist and facilitates administrative work by creating effective administrative flows.
Technical prerequisites
The Company's IT environment is managed by an external company and all information is handled in a remote desktop IT platform.
As the operating system will contain classified information, it is important that the security of the system is high. The operating system and its database should be able to be located on separated/different servers for best security. When the operating system communicates with the database server, it should always be encrypted. The database should ideally be Microsoft SQL database. If it is a web-based operating system, that communication shall also be encrypted to the database server.
Needs
The Company's primary need regarding documentation operations systems is to be able to maintain a legal and effective documentation process. The Company needs, in the documentation, to be able to comply with significant events in all cases from the enrollment request to discharge. This means the need to record data that is not linked to specific personal acts, establish personal files with personal, entry and discharge data, manage ongoing documentation and manage documents by both scanning documents and establishing and editing documents directly in the system. Management of personal and client data, including thinning, shall be able to take place on the basis of applicable laws and rules. The Company's operations also need to be able to manage encrypted communications with customer.
In addition to the requirements for documentation in client cases, it is also important that the operating system can compile the basis for systematic improvement work in the form of statistics and anonymised data relating to enrolled clients.
The Company's billing basis is based on the data contained in the documentation system. There is thus a need to easily record and compile the data relevant to the company's billing. This need applies to all areas of activity.
As the Company already manages its documentation in a digital operating system, it is also important that the possible move of data from the current system to a new system can be made safely without any information being lost or made available to unauthorised.
