Description:
Acquisition of vans and minibuses

This Order relates to the conclusion of a framework agreement relating to the acquisition of vans and minibuses for the Armed Forces and the Emergency Management Agency, servicing and repairing thereof and retrieving arrangements in this respect. The vans shall be used for transport at Armed Forces establishments and between them or transport to other locations of the Armed Forces. Minibuses are expected to be used for passenger transport at or between Armed Forces establishments and other locations of the Armed Forces, for example for meeting and practice operations.

The minibuses are expected to be used locally and for transport between rural parts and internationally. The vehicles distribute at establishments across the country. Buildings are a key element of the framework agreement and a larger proportion of vehicles will have builds for specific tasks. The framework agreement will include a commitment to purchase a minimum quantity equal to 200 vehicles in different variants.

As described under section. II.1.4 concerns upcoming purchases of medium and large vans, as well as minibuses for 7 and 8 persons vehicles for use throughout the Ministry of Defence Group. The Defence and Emergency Management Administration employ a wide range of vehicles, for a wide variety of tasks. Vans are used for transport, at establishments and between establishments and for a variety of operational tasks. Vans are used in many variants, such as minibus, double cabin, extra long and extra high. Furthermore, a share of the vehicle fleet has different degrees of builds such as shelves, lockers, lighting, tables, workstations, dog cages, radios, additional power supply, as well as advanced equipment such as SINE radios, emergency equipment, spotlights and other technical equipment.

A share of the vehicles delivered, historically 5 — 10%, must be supplied with special purpose builds. A build-up most often consists of standard civilian components provided by the Supplier as shelves, lockers, and dog cages, but may also contain equipment provided by FMI as radios or other electronic equipment. Standard civil components for incorporation, are considered to be spare parts, which are settled on a specific offer as described in the Agreement, as they form an integral part of the Supplier's supply.

Medium van:

Medium van is used for transporting equipment and cargo at or between establishments, or other locations. Some vans will have inbuildings for specific tasks. Medium vans must be available in both single and double cabin, with closed cargo space. Single vehicles may be equipped with ruf and open let.

Large van:

Large van is used for transporting equipment and cargo at or between establishments, or other locations. Some vans will have inbuildings for specific tasks. Large vans must be available in both single and double cabin, with enclosed cargo space, in construction by lift. It is expected that variants are primarily purchased with closed hold or in build-up by lift.

Minibus (buslet):

Minibuses are used for passenger transport at or between establishments and other locations, for example for meeting business and exercises. The minibuses are used locally and for transport between the rural parts and internationally.

Minibuses must be supplied in two overall variants:

1) The first variant (minibus passenger transport) must be a standard minibus capable of carrying up to 8 people, including the driver, with a smaller amount of luggage. This variant is also used to a lesser extent with build-ups for VIP transport or with workstations, communication equipment, 4x4 and various other equipment in relation to the task solution.

2) The second variant (minibus — operational use) is a minibus used to transport personnel to and from exercises, firing ranges or other tasks where personnel will bring a certain amount of equipment. As a starting point, this variant has 4x4, as often run in light terrain such as sand/dirt roads, mud and grass. In order for the minibus to have sufficient capacity for this weight of equipment, this variant must have only 7 seats, including the driver's seat. This variant must further have room for gun holders, as guns or weapons parts will be transported.

There must be service agreement on all vehicles supplied. The service agreement shall contain the services provided by the original manufacturer. In addition, the supplier must also perform repairs to the supplied vehicles and offer fetch — bring scheme.

The FMI will draw attention to the fact that an Information Meeting will be held on 4 April 2022 during the 12.00-14:00 time period.
