Selection for architect appointment for 'De Getijden' formerly known as 'de Bunkertjes' in Ostend.
Site location: Galiteitstraat 172 AD and 174, Overvloedstraat 90-102, Schelpenstraat 1-3, Werkzaamheidstraat 11-125 in Ostend.
The Oostendse Haard is a social housing company and manages a portfolio of approximately 1 500 homes and apartments located on the territory of Bredene and Ostend.
The purpose of society is:
1) improve the living conditions of the needy families and single people, in particular the most needy families and single people, by ensuring a sufficient supply of social rental housing, possibly including communal facilities, with attention to their integration into the local living structure;
2) to contribute to the revaluation of the housing stock by renovating, improving and adapting unsuitable dwellings or buildings or, if necessary, demolishing and replacing them.
The Westerkwartier in Ostend is the cradle of social housing in the city by the sea.
'De Oostendse Haard' was founded in 1921. The majority of the homes that the Oostendse Haard built are located in this neighborhood. In 1922 a start was made with the development of this neighborhood, which ended in the late 1970s.
In recent years, renovations have been carried out in the district and, where necessary, replacement construction has been realized (since 2011).
Recent research 'Heritage values of the social housing patrimony' regards the district as 1 of the 10 top neighborhoods in terms of social housing in Flanders. At present, the offer on a total of 443 housing units within this district is as follows:
- 2 housing units are studios,
- 198 residential units with 1 bedroom,
- 105 residential units with 2 bedrooms,
- 111 residential units with 3 bedrooms.
- 27 residential units with 4 bedrooms or more bedrooms;
More than 60% of the residents of social housing are older than 60 years and more than 50% are single people. The majority of current tenants live too large or in an inappropriate or outdated home. That is why the Oostendse Haard is looking at how the supply can be tailored to this at neighborhood level, by realizing new construction, replacement construction and renovation projects.
'De Getijden' ('De Bunkertjes' architect Groep Planning (Jan Tanghe and Willy Canfyn) built in 1972) was praised by contemporaries shortly after its construction for its architectural and urban planning qualities.
50 years after their construction, however, the houses no longer meet modern comfort requirements. It is high time to take a thorough look at the homes, while respecting the heritage values of the site.
Based on the feasibility study of 21.3.2017 by VOLT architects, a partial renovation with replacement building was chosen.
This feasibility study formed the basis for making this decision and the path we would take to tackle this area. Consultations were held with all stakeholders City of Ostend, Real Estate Agency and the VMSW.
This offers the following opportunities:
- optimizing and reinforcing the initial urban design model,
- reducing the total cost price through partial renovation,
- maintaining the relatively high density in the district (63 homes / ha compared to 48 homes / ha),
- realizing new construction in harmony with existing and strengthening experience,
- increased quality of life and experience value for the existing apartments.
The current buildings date from 1972 in total 57 residential units of which:
- 4 houses of the type 4 bedrooms / 7 people,
- 50 apartments of the type 1 bedroom / 2 people,
- 1 apartments of type 2 bedrooms / 3 people,
- 2 apartments of the type 3 bedrooms [...] (see order documents).
