This market is an innovation partnership awarded under the technique of a mixed framework agreement (with purchase orders and subsequent contracts) following a negotiated procedure with prior call for competition, in accordance with the EU Directive 2014/25 / EU and Articles L. 2172-3 and R. 2172-20 et seq. of the Public Order Code.
As part of its digital transformation, SNCF Mobilités wishes to conclude an innovation partnership with a building sector player specializing in facility management and development to develop a BIM GEM (Management, Operation, Maintenance) tool. The development of this asset management tool will be co-financed by SNCF Mobilités.
The innovation partnership will consist of 3 phases within the meaning of Article R. 2172-23 of the Public Order Code. These 3 phases are detailed in section II.2.4) Description of the services of this notice.
It is an innovation partnership with one or more actors in the building sector (grouping possible) to design, develop and deploy a solution for BIM GEM applied at stations SNCF Gares and Connexions.
BIM methods and tools contribute to the wealth management strategy of SNCF Gares & Connexions. In particular, they make it possible to standardize the storage and the process of maintaining the data of heritage (Data management).
The goal of SNCF Gares & Connexions is to build and deploy an innovative software environment that enables the mobile data (nomadic) exploitation of wealth data from business information systems from digital models, and facilitate decision-making.
The market is structured in 2 main parts:
- Research and development (2 years):
- phase 1: intellectual services, digital mockup production, object library production, IT development, IT and data security, IA and Machine Learning
--- POC (the Proof of Concept or "proof of concept"),
--- production of GEM digital models,
--- development of a BIM GEM platform prototype on 2 sites (1 year),
--- validation of the POC - decision-making milestone continuation of the partnership.
- phase 2: integration and deployment of the prototype on 10 sites (1 year)

- Acquisition and subscription:
- phase 3: deployment on a forecast volume of 122 "A" segment railway stations (part with purchase orders, 4-year rolling deployment duration) and, according to SNCF G & C requirements, on "B" segment stations "(962 stations in 2019) and" C "(1,909 stations in 2019) (subsequent market portion), as well as the associated benefits.
These include the training of SNCF Mobilités staff in the use of the BIM GEM tool or the maintenance in operational conditions of the latter. They are described in detail in the draft Special Conditions of Contract (SPC) which is included in the Companies' Consultation File made available to applicants. No minimum order volume is provided under Phase 3.
It is further specified that Phases 2 and 3 are limited to a commitment option for SNCF Mobilités, which reserves the right to terminate the partnership at the end of each phase, in accordance with Article R. 2172- 31 of the public order code.
