1. The object of the order is:
1.1. Implementation of the MVNO Platform for the Ordering Party based on the comprehensive provision of Telecommunications Services;
1.2. Delivery of USIM cards;
1.3. Implementation of the network subscription migration service related to the USIM cards provided between the Contractor's network and the LTE450 network of the Ordering Party;
1.4. Provision of Technical Support Services.
2. Description of the needs of the Ordering Party and the characteristics of services and supplies constituting the subject of the contract is included in Appendix No. 1 to the Description of needs and requirements.

2. Description of the needs of the Ordering Party and the characteristics of services and supplies constituting the subject of the contract is included in Appendix No. 1 to the Description of needs and requirements.
3. The Ordering Party below specifies the minimum requirements regarding the description of the subject of the contract or the performance of the contract not subject to negotiations, which must be met by all Offers, i.e.:
Financial model:
• Implementation of the MVNO Platform for the Ordering Party based on the comprehensive provision of Telecommunications Services, in particular:
- Packet Data transmission services for devices in 2G/3G/LTE technology in accordance with 3GPP standards for mobile networks
- Telecommunications Links services with the necessary active network elements
- Private APN services
- Conducting Technical Workshops during the Implementation, including technical and operational determination and testing of the established process of migration of network subscriptions between the Contractor's network and the LTE450 network of the Contracting Authority
- Implementation of USIM card support taking into account the physical, electrical, graphic profile, IMSI of the Ordering Party and a set of keys generated on the basis of an encryption algorithm dedicated to USIM cards delivered by the Contractor to the Ordering Party
• Delivery of USIM cards compatible with physical, electrical and graphical profiles and established encryption algorithm
• Implementation of the network subscription migration service related to the USIM cards provided between the Contractor's network and the LTE450 network of the Ordering Party without the need for physical replacement of USIM cards, in fixed tranches with the possibility of returning the subscription to the Contractor's network
• Provision of technical support services
