Planning services for the technical equipment for the renovation of the former town hall at Helene-Weigel-Platz 8 in Marzahn will be awarded for use as an office building. The building is a listed building and there is a significant rehabilitation backlog and fire protection defects. It can be assumed that a pollutant remediation is to be carried out. Estimated construction costs (KG 100 to 700) amount to EUR 22.0 million.
The object will be in use until the start of construction (2023). Object inspections during the planning phase require prior approval.
It is intended to commission the following services (stepwise) with this call for tenders:
Technical equipment, equipment groups 4, 5 and 6, performance phases 1-9 according to §§ 53 ff. HOAI.
First, the service phases 1 + 2 (basic calculation and preliminary planning) are to be commissioned in accordance with § 55 HOAI.
There is no legal claim to commission the further service phases.

The building was built in 1986/87 and is a listed building and there is a significant rehabilitation backlog and fire protection defects. The technical equipment must be completely renewed in all plant groups. It can be assumed that a pollutant remediation is to be carried out. It is an industrial prefabricated building with reinforced concrete columns, reinforced concrete walls and ceilings, stiffening staircase cores, masonry walls. The façade consists of tiled precast concrete slabs as 3-layer slabs with core insulation and glazed mullion-transom construction.
The flat roof areas with a warm roof structure include a large rooflight system in the roof area above the 4th floor. The building has a compact floor plan with 4 courtyards, the floor plan on the ground floor and the 1st floor is larger than the other upper floors (2nd floor, 3rd floor, 4th floor).
The building has a partial basement, with the higher-floor part of the building having a full basement, the remaining floor plan being about 1/3 basement.
Estimated construction costs (KG 100 to 700) amount to EUR 22.0 million and financing is provided by SIWANA.
The object is released for the construction measure.
The VPU should be available by June 2020 and the BPU by March 2021. Construction is scheduled for November 2023. It is to be assumed from a construction period of approx. 2 years.
Due to the necessary coordination, the local presence must be ensured throughout the planning period at close intervals and throughout the construction period.
Basis of the project processing is the general instruction for the preparation and execution of construction tasks of Berlin (instruction construction - ABau see under http://www.stadtentwicklung.berlin.de/service/gesetzestexte/de/abau/).
