The aim of the tender is to identify an organization which will implement the programme « Appui Suisse aux Associations Professionnelles Marocaines (ASAP-M) » in Morocco over the period of 1 August 2013 to 31 December 2016.

Based on a SDC project identification mission, SDC has internally approved an entry proposal for the programme ASAP-M (described in the Terms of Reference). In a next step, the programme document compliant with the entry proposal needs to be developed which will be the basis of SDC's approval of funds for a 1st implementation phase. For the time being, a 2nd phase is not planned.

The bidder organisation is asked to present an expression of interest, as described in chapter 5 and 6 in the tender document. Afterwards, up to three bidders are selected according to the criteria mentioned under chapter 7. As part of their bid, the bidding organizations will elaborate the said programme document. The successful bidder will then be awarded the mandate to implement the programme for phase 1.
