The purpose of the procurement is to procure IT support for managers, trainers, employees and with the possibility of local agreements for county municipalities and partners, for systematic skills supply, skills management, personnel management and recruitment, including the possibility of pre-on and off-boarding processes in collaboration with other systems. The aim is also a common learning platform for web-based, virtual, physical and blended learning. The tool will support the organisation's current work to plan, prioritise and follow up training initiatives for individuals, groups/units and the organisation as a whole, as well as enable ongoing development and proactive work as needed. The aim is also a common learning platform for web-based learning as well as the possibility of extracting statistics and reports. The system will enable rapid changeover and adjustment through daily automated transfer processes and integrations with other systems, as well as the possibility of manual execution.

The procuring authority currently has a solution implemented for several years. As part of the procurement, the current solution will be transferred/converted to the current procuring solution. This commitment in terms of resources and costs is included in this procurement.
