The subsidy scheme for training in the Norwegian Correctional Service shall be evaluated. The national administration of the subsidy scheme is delegated to the County Governor of Hordaland. The Governor has pointed out requirements for amendments of the prevailing guidelines regarding the subsidy scheme. The scheme has not been subject to previous evaluation and has over time increased in extent

The evaluation shall consider if the grant is adapted and when it was adapted to the various target groups

The assignment will include mapping of the training service to target groups with requirements and rights to primary and lower secondary education or upper secondary education and training in accordance with the Education Act. Based on the mapping, the service provider awarded the assignment shall assess if the subsidy scheme is sufficiently prepared and if the allocation criteria between the county and custodial institutions are adequate and sufficient adapted to the custodial institutions' different profiles (detention, high and low security and terms of imprisonment). The Evaluation shall enable the Norwegian Directorate for Education and Training to audit the guidelines for the scheme.
