This offer includes the development, operation, maintenance and further development of the citizen-facing self-service solution 'My Sygefravær 2.0 ', which KOMBIT is authorised by law to purchase and supply management on behalf of all 98 municipalities.
KOMBIT has chosen not to divide the contract into several sub-contracts as referred to in point II.1.6). The reason for this is that it is deemed appropriate for the supplier providing the system to subsequently operate and maintain the system because the supplier concerned has significantly greater insight into the developed solution. In addition, close cooperation between supplier and KOMBIT is expected, and splitting into several sub-contracts will create a substantially greater risk relative to the division of responsibility between suppliers. Further, financial considerations speak for an overall contract, as there are expected to be savings from the bidding process itself as well as the subsequent contract management.
Since 1 December 2015, there has been a requirement for compulsory digital self-service for those citizens whose sickness benefit cases have been notified digitally to the community-common sickness benefit system (KSD) via the Business Self-Service Solution (NemRefunds).
Citizens have a duty to use digital self-service when they are required to notify dissent in relation to the information shown in the notification letter, request sickness benefit, and complete the disclosure form for use of the sickness benefit case. The requirement has been introduced by Law No 742 of 1 June 2015 amending various statutory provisions relating to applications, requests, notices and complaints to public authorities.
The citizen's digital self-service in the sickness benefit case must be carried out in the digital solution 'My Sygefravaer.dk. ' The solution is accessed either via a link in the letter received from NemRefund with Digital Post or at www.bourge.dk/sickness allowance where the 'My Sick Leave' self-service solution is available. Self-service is carried out in a guided course in the order presented in “My Sick Leave”.
The user interface in “My Sygefravær 2.0” must be developed primarily for handheld smartphones, and secondary to tablets, labtops and desktop computers (“mobile first”).
Once the employer, a-box or self-employed has reported the medical leave in NemRefund, the sick person receives a letter in his digital mailbox notified to enter the self-service solution and provide information for his sick leave case.
Through My Sick Leave, the citizen must be able to quickly, easily, efficiently and easily resolve their tasks related to notified medical leave, confirm employer information on sick leave, request sickness benefits, upload documents, unsubscribe and perform other tasks sent via web service from KSD, in a process of automatically exchanging information with other relevant IT solutions.
Access to the solution is done with NEMID and is done via citizens.dk or via direct link to mitsygefravaer.dk.
The Ministry of Employment has authorised KOMBIT, on behalf of all municipalities, by procurement and the development, operation, maintenance and further development of “Mit Sygefravær”. KOMBIT will thus in this tender be the contractor to the supplier on behalf of all municipalities, will follow up on the obligations of the supplier, order changes, etc.
“Mit Sygefravær”, which is inherently closely related to the communal sickness benefit system (KSD), was temporarily established as a result of a short deadline for the entry into force of the 2015 Act as a further development of the company-directed self-service solution NemRefusion. However, taking into account the scope of IT tasks on the solution for a full 10-year contract period, there is a need to expose “My Sick Leave” via a separate tender.

The vendor must be aware that the contract contains a three-part of the operating tasks of Infrastructure Operations, Application Operation and Application Maintenance respectively. The breakdown shall ensure that KOMBIT may, during the contract period, terminate portions of the supply of operations, with a view to whether or not consolidating IT tasks for multiple solutions, e.g. in the area of sickness and benefit, for savings for municipalities.
The development, operation and maintenance, etc. of the system is done in cooperation with KOMBIT, as it is KOMBIT that is responsible for the supplier dialogue and is a contract holder on behalf of the municipalities. However, the supplier must also instruct, on the instruction of KOMBIT, to cooperate with KL, state stakeholders, STAR, municipalities, and other relevant IT providers.
