DFØ c/o Statens innkjøpssenter (SI) intends to enter into a joint government contract with a secondary provider for the procurement of telephony services. Joint contract for government entities in the civil sector that are covered by the procurement scheme. A share of up to 15 percent has been set by the joint contract's mobile subscribers that can be procured from a secondary provider.

Si has entered into a contract with Telia Norge AS as the primary provider. There is a limitation for the award of contract to a secondary provider: Tenderers that operate in the same operator network as the primary provider cannot be awarded a contract as a secondary provider. This means that tenderers in this contest for a secondary provider must operate in an alternative operator network than Telia Norge AS.

The contract with a secondary provider will be valid from 15.08.2022.
