STOLE stands for the development and maintenance of a variety of applications in the field of education. In addition, the Board undertakes several cross-cutting initiatives and is involved in cooperation with other public authorities to enhance the efficacy and use of IT, digitisation and data in relation to the field of education and training. In order to resolve the tasks, STOL 2 offers subcontracts for consultancy services for the development and maintenance of Ministry applications. Both subcontracts are framework agreements to allow STOLE to acquire dedicated consultants to varying degrees for IT tasks.
Framework Agreement on Enrollment and Admission (TOP contract)Generally about the subcontracts.
The purpose of the Framework Agreements (sub-contracts) is to procure a stable group of dedicated IT consultants to assist contracting entities in development, maintenance, support and consulting on the current and future applications of contracting entities under the “Enrollment and Admission” business area (subcontract 1) and the “Infrastructure and Data Exchange” business area (subcontract 2).
Contracting entities need for each subcontract for dedicated consultants who must work in agile teams together with contracting entities.
The main benefits under both subcontracts are:
1) IT consulting assistance for development, including refinement, estimation, programming, documentation and testing of new applications and modifications to existing applications
2) Maintenance IT consultancy, including bug fix, upgrade, configuration management
3) IT support consultancy, including troubleshooting and follow-up
4) IT consultancy services for consulting including application installation and commissioning, architecture analytics, business analysis, information security analysis, analysis on development tools and new platforms, etc.
Closer about subcontract 1
In relation to the “Enrollment and Admission” business area (subcontract 1), these are applications that primarily process support enrollment, application, distribution and admission from elementary school across junior education to higher education.

The consultants offered under subcontract 1 shall be available as necessary at the addresses of the contracting entities (Copenhagen and Aarhus). At the start of the contract period, the consultancy assistance alone would have to be delivered at the contract's address in Aarhus. Later in the contract period, contracting entities may also need the presence of consultants at the address of the contracting entity in Copenhagen.
The framework agreement is not exclusive to the supplier. The tasks of the supplier will vary in the life of the framework agreements.
