The services to be awarded in this award procedure relate to the auditing services to be provided for the RSAG group of companies. These services include the statutory and voluntary audits of the annual financial statements and management reports required by the statutes initially for the 2022 financial year (01.01.2022 to 31.12.2022).

The mandate also includes the audit of the regularity of the management and the economic situation in accordance with Section 53 (1) No. 1 and 2 of the Basic Budget Act (HgRG). Annual financial statements and management reports of companies/companies must be prepared and audited in accordance with the regulations applicable to large corporations. The audit results are to be presented to the committees.

Due to contractual business relationships, the audit services relate to the RSAG public law institution and Rhein-Sieg Abfallwirtschaftsgesellschaft mbH with its subsidiary RSEB Rhein-Sieg Erdendeponiebe GmbH. The group employs around 600 people.

According to the provisions of its company statutes and the municipal company regulation of the state of North Rhine-Westphalia (KUV NRW) of 24.10.2001, GV. NRW. p. 773 - as amended - on economic management, asset management and accounting.

For the 2022 audit year, it should be taken into account that a restructuring of the RSAG group of companies took place or will be completed in 2022. The former subsidiaries of Rhein-Sieg Abfallwirtschaftsgesellschaft mbH (KRS KompostWerke Rhein-Sieg GmbH & Co. KG, KRS Kompostwerke Rhein-Sieg Verwaltungs GmbH, Disposal Service Rhein-Sieg GmbH (ERS)) are merged into Rhein-Sieg Abfallwirtschaftsgesellschaft mbH. The scope of tasks specified in the end will be communicated to the selected applicants as part of a detailed task description. In the course of the negotiations, the services to be provided may have to be specified together with the bidders.
