The Directorate of Public Construction and Property Head Office, Western Region, shall enter into a framework agreement with 1 — 1 service provider for compound consultancy services in Rogaland county and Arendal Prison. The framework agreement shall cover the following consultancy services:
— Consultant engineer for construction (RIB);
— Consultant engineer for HVAC (RIV);
— Consultant engineer for electro (RIE);
— Consultant engineer for acoustics (RIAKU);
— Consultant engineer for fire (RIBR).
The framework agreement shall only apply for assignments in Rogaland county and Arendal Prison. The Directorate of Public Construction and Property has separate framework agreements for other parts of the Directorate of Public Construction and Property Western Region.
The Directorate of Public Construction and Property would like, through the framework agreement, to join up with personnel who can quickly be available for engineering design services for renovation and alteration assignments in Rogaland county and Arendal Prison.
The extent cannot be estimated exactly, but, based on historical data, the annual amount for this framework agreement will be approx. 3 000 000 - 5 000 000 NOK. This is an estimate that is not binding for the Directorate of Public Construction and Property.
Tenderers shall offer named consultants for this framework agreement:
— Consultant engineer for construction (RIB) — 2 consultants.
— Consultant engineer for HVAC (RIV) — 2 consultants.
— Consultant engineer electro (RIE) — 2 consultants.
— Consultant engineer acoustics (RIAKU) — 1 consultant.
— Consultant engineer for fire (RIBR) — 1 consultant.
CVs shall be submitted for the offered resources. These CVs will form the basis for evaluating the tenders. The offered consultants are to be personnel who shall carry out the work. We do not want CVs for other resources.
Tenderers shall have the capacity to provide further consultants if the workload requires it in periods. These consultants shall be offered from time to time and CVs shall not be included in this tender.
As a main rule, individual assignments will be known well before the date of execution. In some cases, however, unforeseen needs can occur for which a quick response time is vital.
— Response time for stand-alone meetings: 1 day.
— Response time for the start-up of an assignment/engineering design services for a concrete assignment/review: 1 week.
The working language will be Norwegian.
There can be special security requirements for some properties, where tenderers must be security cleared for access to the properties. This applies, amongst other things, for the prison, where other special routines also apply. The tenderer will carry the risk that all the personnel can be security cleared. If a consultant who has not achieved authorisation/security clearance has to be replaced, the person in question must have equivalent or better competence. New personnel must be referred to the Directorate of Public Construction and Property for written approval and with the option for refusal if there is a justifiable reason.
The assignments will be remunerated according to the number of hours spent, i.e. the Directorate of Public Construction and Property will pay an hourly rate for work carried out in accordance with the contract. Supplements to the hourly rate will not be paid for work outside ordinary working hours. The hourly rate is to include all the tenderer's costs and mark-up for the services. Travel costs will be remunerated in accordance with the fixed price specified in the contract, see the tender form. Travel time shall be included in the travel costs. Journeys shall be agreed with the Directorate of Public Construction and Property in advance.
