The Federal Office for Family and Civil Society Tasks (BAFzA) intends to negotiate with participation competition in accordance with. Section 14 (3) no. 2 and no. 3 VgV the project: To offer further and advanced training courses for the municipalities as part of the federal program “Live Democracy!” In the second funding period.

The Federal Ministry for Family, Seniors, Women and Youth (BMFSFJ), as the “Ministry of Society”, has the task, among other things, of supporting democracy promotion with the appropriate framework conditions, promoting it sustainably and creating a culture of recognition. The Federal Ministry supports civil engagement and democratic behavior at the local, regional and national level through the federal program "Live Democracy!" The BMFSFJ intends, subject to the available budget funds, to carry out planning to carry out the modular further training to strengthen the competences for the target groups "coordination and specialist offices", "lead offices" and "monitoring committees" of the approximately 300 partnerships for democracy in the area of action municipalities select and implement the measure and award it to them. The main goal of the modular continuing education project is to strengthen the ability of those responsible in the partnerships for democracy to act, who have to do with anti-human and anti-democratic activities, hostility and attacks. The planned total duration of the modular further training for the above-mentioned target groups from the municipal area of action includes a period of two and a half years (until December 31, 2022) or optionally two further years (until December 31, 2024).

The actors in the partnerships for democracy should receive training and further education and networking opportunities to support them in achieving the program objectives in the municipalities' area of action and to strengthen their security of action.

The order includes:

- Development of an integrated concept for further and advanced training for different target groups, which includes forms of blended learning (integrated learning);

- Planning, acquisition and invitation of participants, organization, implementation and follow-up of further and advanced training (in close coordination with the Federal Office for Family and Civil Society Tasks);

- Annual reporting obligation, especially to document the content of the workshops on program optimization;

- Consideration of gender, diversity and inclusion aspects in the further training plans;

- Technical support and further development of the further and advanced training in coordination with the Federal Ministry for Family, Seniors, Women and Youth and the Federal Office for Family and Civil Society Tasks as well as external scientific support (including options for readjustment);

- Venue is loop (exceptions: monitoring committees as well as alumni and networking meetings); Travel expenses for the participants are settled on the budgets of the partnerships for democracy.
