About the contracting authority:

The contracting authority, the Church of Norway, is an evangelical-Lutheran established church.

Most Norwegians (approx. 72 %) belong to the Church of Norway, which is divided into 11 dioceses, 100 deaneries and almost 1 150 churches. Each diocese has an elected diocesan council and a bishop manages the vicar service. This is called the regional level in the church. Activities in local church parishes are managed by a parochial church council. In municipalities with more than one parish, the church council, amongst others, is responsible for cemetery management.

The upper representative body in the Church of Norway is the synod, which meets annually.

There is to be no contact/communication regarding the tender contest with other persons at the contracting authority than the named contact person.

The Church of Norway National Council intends to enter into a framework agreement with one media agency.

The Church of Norway National Council would like assistance and advice for preparing media plan, the choice of advertisement channels, media procurements, effect measurements, optimisation, logistics and reports/evaluation.

The provider of media services must cooperate closely with the communication agency that the Church of Norway National Council has a framework agreement/contracts with.

The Church of Norway National Council invests up to approx. NOK 1 million excluding VAT a year on paid marketing, a total of NOK 3 million over 3 years. There is a Church election every fourth year, the next one being in 2023. The media procurements in an election year tend to be considerably higher than those between the election years.

A framework agreement will be signed for 3 years, with an option for a further 1 year.

The Church of Norway National Council cannot provide a guarantee for a specific volume or amount and there are no purchasing obligations.

The Church of Norway National Council has separate framework agreements for communication consultancy services and content production.

2) Contract:

A framework agreement will be signed for the period until 28 March 2023, with an option for an extension to 4 years. Most of the work will be carried out throughout the entire period. The financial limit for the assignment will be approx. NOK 3.0 million excluding VAT, estimated total value.

3) Lots and alternative tenders:

Tenders cannot be submitted for parts of the assignment.

Alternative tenders outside the requirements specification and goals will no be accepted.

4) EL-info — communication:

Communication:

All communication and information exchange between the Church Council and the tenderer must, as a starting point, be in writing via electronic communication means, cf. AFO §22-1.
