The Zweckverband Fernwasser Südsachsen operates the Einsiedel waterworks as part of its assigned tasks of drinking water supply. The Einsiedel waterworks receives raw water from the dam system Mid Erzgebirge with the reservoirs Saidenbach, Needehnhain I and II and the Einsiedel dam. The catchment area of the largest dam in this system, the Saidenbach Dam, consists of approximately 68% of agricultural land. The raw water is characterised in particular by a higher concentration of natural organic ingredients.
Under the changing raw water conditions, a new treatment stage and further upgrades to the existing plants, including the associated EMSR technology, are necessary to ensure the stable quality of drinking water. For this purpose, the following measures will be planned and implemented (the “project”):
— New construction of a first filter stage as a multilayer filter for a treatment capacity of 77 000 m
— geodetic classification of the new filter stage and the flushing water tank into the overall system in accordance with the established boundary conditions, in particular the dust level of the insulating dam and the inlet height of the existing filter system
— New construction of pipelines from the transfer point of raw water to the dam (corresponds to the land boundary between Landestalschrenverordung of the Free State of Saxony and the Zweckverband Fernwasser Südessen), including the bypass pipeline and its connection to the filter stages and in between
— dimensioning of pipes with pressure surge calculation, taking into account geodetic and hydraulic conditions
— Extension of the chemical station to 1 mmol/L for flocculant dosing up to 3.0 mg Al/L, flocculation aids up to 0.5 mg/l, lime milk and carbon dioxide for pre-hardening and to adjust the flocculation pH and equilibrium pH after the second filter stage, if necessary, and optional for addition Of potassium permanganate and activated carbon powder, for a treatment capacity of 77 000 m
— Adaptation of the disinfection plant with chlorine and chlorine dioxide to the higher treatment capacity and installation of a UV system
— in order to prepare and implement these measures, the temporary conversion of the existing plant stock to maintain the drinking water supply during the new and conversion services.
During the new construction and retrofit measures, the supply from the Einsiedel waterworks must continue to be fully ensured. Tapping and reconnection work shall not jeopardise security of supply and shall not take more than 24 hours. Such installation and reconnection operations shall in principle be coordinated with the operator and shall in any case be approved by a driving command and shall in any case be carried out on the basis of a defined strategy to ensure that, in the event of time delays, return to its original state before the start of the installation and reconnection work. The security of supply from the Einsiedel waterworks is always a top priority.
Awarding of planning services for the new construction of a new filter stage and the expansion of the filter systems in the waterworks WW01 Einsiedel, conversion in continuous operation
The planning services are awarded in 2 planners, separated into lot 1 General Planning Technical Equipment and Lot 2 Planning Engineering Structures and Structures. The subject of this notice is only Lot 2.
Preparation of planning documents at least in accordance with the HOAI specifications for the extension of a drinking water treatment plant.
Lot 2: Planning of engineering structures and structures for filtration systems, rinsing water systems, chemical plants, underground pipelines and other special services.
The assignment takes place in stages:
— performance level I: performance phases 1 to 4 (baseline assessment to permit planning),
— performance level II as an option: performance phases 5 and 6 (detailed planning and preparation of procurement),
Upon completion of the negotiation procedure, the performance phases up to and including performance phase 4 (level I) shall be contractually mandated.
There is no legal entitlement to further submission of service phases 5 and 6 (level II) after the performance of service phase 4 by way of the exercise of the option or in any other way.
