In the west of the Free and Hanseatic City of Hamburg, in the district of Harburg, on the border with Lower Saxony, lies the approximately 70-hectare Fischbeker Reethen project area. The aim is to develop a lively residential district with day-care centres, youth facilities, retail, parks, allotments, playgrounds and sports facilities combined with a commercial area with offices, services and specialised workshops. Around 2,300 residential units are to be built on these areas in the form of multi-storey and terraced houses as well as subordinate to single-family houses. In addition, about 10 ha of net building land for trade and services will be created in the northern area of the planning area.
In addition to the Fischbeker Reethen project area, the scope of the development plan includes about 35 hectares of additional land, which have been included in the scope of application for reasons of nature conservation and to secure the current agricultural use and compensatory measures under planning law.
The new building area is characterized by the Blue Green Belt running from west to east, in the central area of which an artificial pond will be created. This symbolizes the principle of the sponge city, according to which the concept of rainwater management should be carried out. The existing landscape areas will be preserved and extended finger-like through the planning area. The Blue Green Belt is the open space close to home and offers playgrounds for all ages as well as other offers for exercise and stay.
The subject of this call for tenders are services of outdoor plant planning from performance phase four with a repeat performance of performance phase 3 for selected areas on the basis of new findings from the heavy rain hazard analysis. The existing draft must be further implemented.
The construction costs for the outdoor plant planning amount to a total of approx. EUR 11.5 million net.
The contractor must provide the following services in accordance with § 39 HOAI in conjunction with Annex 11, Section 11.1, the order is carried out in stages:
Level 0:
- Service phase 2: Preliminary design planning only forest areas with biotope network, playground, forest playground, moor forest.
level 1
- Service phase 3: Design planning, forest areas with biotope network playground, forest playground, moor forest;
- Service phase 3: Revision of design planning for outdoor facilities in the development area;
- Service phase 4: Approval planning.

- Performance phase 5: execution planning;
