The contractor must provide the following service steps:
a) Plausibility check of funding applications for buildings, roads, paths, squares, green spaces, city parking areas, children's playgrounds, private open spaces and regulatory measures
> checking the completeness of the application documents,
> Advising applicants on the funding programme and the funding guidelines,
> inspection of the local conditions,
> Examination of the building fabric or examination of the planned scope of services,
> consideration of urban planning/monument preservation statements,
> Determination of the eligible construction costs in accordance with the cost estimates specified by the State of Brandenburg,
> Determination of the eligible ancillary construction costs within the framework of a flat-rate approach,
> taking into account benefits from the VAT option,
> Preparation of recommendations to the granting authority for the decision on exemptions or on individual cases,
> Determination of the subsidy amounts (construction cost subsidies, discounted expense subsidies) and the funding requirements,
> Processing of requests for cost increases and amendments, even during the implementation phase,
> coordinating the cost overview and schedules with the applicants, photo documentation,
> Summary of the documents and preparation of a test report.
b) Accompanying construction control when the subsidies are passed on to third parties
> inspection of the objects for the purpose of random verification of the execution of the measures described under a) and contractually agreed,
> recording of hidden construction work and examination of requests for additional costs and amendments,
> on the basis of payment requests from the beneficiaries: determination of the current state of construction as a prerequisite for the release of subsidies (usually four payments),
> informing the granting authority in the event of significant deviations in the construction work from the measures described in a),
> construction support on procurement issues in accordance with public procurement regulations.
c) Examination of final invoices in accordance with VV to § 44 LHO
> final acceptance of the construction work on site,
> checking the completeness of the submitted receipts and documents,
> Checking the mathematical correctness of the invoice overview,
> Verification of the eligibility of the invoiced works and, if necessary, determination of the eligible invoice items,
> formal examination of the submitted documents in accordance with public procurement regulations,
> determination of whether the construction work described in accordance with a) is fully documented by invoices and whether the work phases agreed in accordance with the architect's contract are proven by invoices,
> review of the type of award in accordance with the current public procurement law,
> identification of ineligible rebates, discounts and other ineligible items,
> marking the invoices with an audit note,
> determination of the eligible construction costs and final calculation of the subsidy amounts,
> check whether the opinions of the specialist offices involved have been received by the
construction work has been taken into account, and the inclusion of comments in the test result,
> Presentation of the test results and preparation of a test report.
