The RFQ relates to precision balancing to maintain, control and complete the national elevation network. Inventory of points and possible clearing is carried out by the National Land Survey before measurement.
The need for balancing may, even during the same measurement season, exist in different parts of the country. The trade-off is largely done along the highway and depending on where the order is made, there may be a need for TA planes and / or TMA protection. The supplier determines whether TA plan and TMA protection are needed and, if so, is responsible for it.
The assignment is replaced with a fixed basic remuneration per contract year of SEK 100,000 and a variable cost corresponding to the price per measured km (supplier's bid price). The annual basic remuneration is a guaranteed compensation regardless of the volume called off and is intended to cover the fixed costs the supplier has for keeping up with equipment, administration, etc. The supplier's price per balanced km is intended to cover the variable costs the supplier has to measure points e.g. working hours, travel, accommodation, allowances, etc. The supplier decides for himself what should be included in the base price and km price.
The contract period comes into force when both parties have signed. The contract period is preliminary 2023-03-01 to 2025-02-28 with the possibility of extension for up to two (2) years. No later than October 1, 2024, a party must notify in writing whether the agreement is to be terminated otherwise the agreement will automatically continue until 2026-02-28. Likewise, no later than October 1, 2025, a party must notify in writing whether the agreement is to be terminated otherwise the agreement will continue until 2027-02-28.
In the procurement, contracts will not be awarded in separate parts. The reason for this is consideration of the nature and nature of the service.
