The subject of the contract is: design, implementation and commissioning of a monitoring and control system for water supply facilities of Przedsiębiorstwo Wodociągów i Kanalizacji sp. z o.o. with its registered office in Olkusz (hereinafter referred to as SMiS), including delivery, assembly and commissioning of the necessary components, as well as the transfer of licenses and training.
The contracting authority has a functioning infrastructure visualization and control system called SCADA. SMiS, which is the subject of the contract, should take into account: a) monitoring and control of water supply infrastructure, taking into account all functionalities of the current SCADA in this respect; b) energy monitoring in the form of monitoring of transformer stations, and an alarm system for the protection of facilities along with all the functionalities of the current SCADA system in this respect. The subject of the contract includes: a) the development of an initial design solution for the new system; b) preparation of the detailed draft of the SMiS; (c)supply, installation and commissioning of SMiS for the central water supply system; (d)delivery, assembly and commissioning of SMiS for other system facilities; (e)preparation of as-built documentation; f) providing licenses and all rights enabling the Ordering Party to use the software provided as part of the order; (g)the development of the SMiS system manual; h) training of the Ordering Party's employees in the operation and administration of the SMiS system. As part of the order, a new system infrastructure will be delivered, installed and launched, including, m.in: 2 pcs servers, switches, 3 pcs workstations, 7 pcs monitors, controllers, communication modules. The SMiS system should be launched for the central water supply system comprising 13 facilities (including; water intakes - 4 pcs., measuring chambers - 6 pcs., water pumping station, water tanks - 2 objects) and 28 pcs. other facilities (local intakes-7 pcs., clean water pumping stations-7 pcs., monitoring points-12 pcs., tanks - 2 pcs.) Telemetry bollards (17 pcs.) to be installed on the basis of a separate procedure monitoring the flow and pressure on the water supply network. Measurement signals are m.in: flow, pressure, water level on/off, pump on/off, chlorine dosing (on/off, setting the given dose), turbidity measurement, burglary alarms, openings (reflection of signals from alarm control panels), facility power supply signal, temperature, temperature in the I&C cabinet, transfer of inverter operation data, transmission of signals from power devices, signal of flooding wells and technological rooms. The selection of measurement and control signals has been specified in detail in the SWZ with an indication for a specific group of objects, taking into account their functionality and specificity. Requirements for the SMiS system: A monitoring system based on SCADA license software must be provided and launched. The license should provide for a reserve of at least 10% of visualized and archived variables for the planned 60 objects. The software must provide basic functionalities: collection, processing, visualization of signals, alarming, archiving, reporting. It is required that the software used is marked with a server-client architecture. Client stations should allow access to all functions of the SMiS system based on differentiated user rights. The provided license should enable modification and configuration of visualizations in SCADA software for the required number of objects, as well as expansion with new objects (a maximum number of objects of 60 pieces should be assumed). The SMiS system should have separate user accounts independent of the operating system accounts (users). An advanced access protection system (at least three levels) of user profiles will ensure software protection and prevent unauthorized users from interfering with the operation of the entire system. The SMiS system should allow at least 10 users to work simultaneously. All visualization elements (information, messages, menu items, reports, help, etc.) must be displayed in English. The system will enable remote switching on and off of devices and confirmation/deletion of device failures. The system will provide at least a 5-year data retention period with dynamic access and access to archival records from a period of 10 years.
