The tender includes a contract for the acquisition, maintenance and support of a new meeting management and voting system and associated equipment. System and equipment must be delivered and installed for use in the Folketing Hall and 11 other meeting rooms in the Danish Parliament. In addition, a portable system must be provided for external committee meetings.
The tender is conducted as a negotiated procedure, cf. section 61(1)(c) of the Danish Procurement Act, as the Contract cannot be awarded without prior negotiation due to special circumstances with regard to its nature, complexity or the legal and financial conditions or risks associated with it, including a need to adapt the tenders to the special circumstances of the Contract.
The tender includes a contract for the acquisition, maintenance and support of a new meeting management and voting system and associated equipment. System and equipment must be delivered and installed for use in the Folketing Hall and 11 other meeting rooms in the Danish Parliament. The delivery also includes requirements for integration to a number of the other systems in the Danish Parliament.
The delivery is divided into two sub-deliveries.
Partial delivery 1 consists of the necessary services in the form of software, equipment and establishment services for the Folketing Hall. The implementation of Sub-delivery 1 in the Folketing Chamber can only take place during the folketing's meeting-free period from constitution day until the 1st Tuesday in October 2024.
Partial delivery 2 consists of the necessary services in the form of software, equipment and installation services for the other meeting rooms as well as the portable system.
In the Folketing Hall, the system must be installed on the individual member seats, and the individual member panels must be adapted in accordance with the Folketingssalen's architecture and choice of materials. The system must present agendas, votes, etc. on two large screens in the hall, and there must be a number of clients available to the speaker of the Folketing, secretaries and sound engineers for conducting meetings in the hall.
In the other 11 meeting rooms, the system will be used with a more limited functionality.
In a number of meeting rooms, equipment must be installed to enable interpretation to be installed.
The delivery must also include a portable system that can be used for meetings at external locations with the same functionality as in the 11 meeting rooms mentioned above.
The meeting management and voting system will integrate with a number of the other systems in the Danish Parliament, so that the system can import agendas, meeting participants, etc. as well as share push messages and data with the Folketing's website, document management system, TV production, etc. The meeting management and voting system must also include functionality for system administration and meeting preparation.
